Expanding control to conceal corruption – Second<br />

100 days <strong>of</strong> Thaçi Government<br />

[Lack <strong>of</strong>] Fight against corruption<br />

In general, the second 100 days <strong>of</strong> Thaçi Government were dedicated to establishing<br />

the image <strong>of</strong> a government that fights corruption. But the practice proved the opposite.<br />

<strong>The</strong> second 100 days served mainly the consolidation <strong>of</strong> positions gained in the<br />

first 100 days. Political people have been appointed in all the boards <strong>of</strong> public companies.<br />

Direct influence has also been installed in the so-called independent agencies.<br />

Contradicting totally this lack <strong>of</strong> transparency, the Prime Minister Thaçi had committed<br />

at the beginning <strong>of</strong> his mandate that the information reported by the Office <strong>of</strong> the<br />

Auditor General would not remain dead facts on paper, but would create cases for the<br />

courts. This statement remained a dead statement on paper. Not a single auditor<br />

report has been processed further nor has been used to open court cases on corruption.<br />

One cannot exclude the arrest <strong>of</strong> Airport’s former director, Afrim Haziri, nor his<br />

release soon after the position had been filled with a person close to PDK. Practically,<br />

not a single case <strong>of</strong> corruption has been addressed to the judiciary by the current government.<br />

Corruption and blackmail allegations in the Airport, KEK, and PTK remained<br />

such with no concrete action in the second 100 days.<br />

Main Achievements:<br />

- Presenting the Donors’ Conference as Successful 21<br />

- Few infrastructure developments consisting <strong>of</strong> few roads and schools<br />

construction<br />

- Taking initiative to regulate the chaotic sector <strong>of</strong> private higher education<br />

Main Violations:<br />

- Intrusion <strong>of</strong> Deputy Prime Minister Kuqi in independence <strong>of</strong> Kosovo<br />

Anti-Corruption Agency through a press conference<br />

- Appointment <strong>of</strong> Bahri Shabani to the Board <strong>of</strong> Kosovo Privatization<br />

Agency in spite that he is being investigated by prosecutor and police<br />

on abuse allegations<br />

- Law violation by the Government <strong>of</strong> Kosova when appointing people<br />

from the governing coalition to the board <strong>of</strong> PTK and Airport<br />

- Appointing Mr. Skender Krasniqi to chair the Board <strong>of</strong> KEK, a former<br />

21 <strong>The</strong> public was never informed on what happened to the pledged donations in the<br />

conference. Moreover, from large scale promises for financial assistance from members <strong>of</strong><br />

the EU, today majority <strong>of</strong> them have frozen relations with Kosova, that resulted from broken<br />

agreement with the IMF due to Prime Minister’s ignoring this institution’s recommendations.<br />
