• Conflict <strong>of</strong> interest with the candidate Dino Asanaj at the Board <strong>of</strong> KTA<br />
• Nominating LDK’s deputy chair and Mayor <strong>of</strong> Istog municipality, Fadil<br />
Ferati, for the KTA Board in spite <strong>of</strong> promises on depoliticizing<br />
• Contracting the private marketing company that designed and ran<br />
PDK’s last election campaign with 600 000 Euros without prior call for<br />
bids<br />
• Appointing a person close to PDK and suspected <strong>of</strong> corruption as Acting<br />
Director <strong>of</strong> Prishtina Airport<br />
• Failure to address energy situation and narrowing own action to accusations<br />
against KEK without a concrete plan or action<br />
• Government’s shut-down from the public by monopolizing the sources<br />
<strong>of</strong> information<br />
• Failure to protect public companies due to delay on establishing their<br />
boards and due to favoring conflict <strong>of</strong> interest at the KTA in relation<br />

• Selection <strong>of</strong> former chair <strong>of</strong> PDK branch in Podujeva as General Director<br />

• Selection <strong>of</strong> the candidate with suspected corruption affairs as the<br />
Chief <strong>of</strong> Central Banking Authority in spite <strong>of</strong> alarms from the Parliament<br />
• Selection <strong>of</strong> two candidates as Directors <strong>of</strong> procurement <strong>of</strong>fices at<br />
the Ministry <strong>of</strong> Public Services and Ministry <strong>of</strong> Transport and Telecommunication<br />
although audit report claim <strong>of</strong> having committed serious<br />
violations<br />
• Failure to keep the ministers’ promises made at the government’s<br />
first meeting that they would resign from their previous engagements<br />
• Worsened public health situation due to personality-based differences<br />
between Minister Gashi and Secretary Tolaj<br />

Understandingly neither <strong>of</strong> these two lists presents all achievements or violations <strong>of</strong><br />
the government, but present simple summaries <strong>of</strong> most important cases Organization<br />

centralized Transparency<br />
A tendency to centralize the communication with public and media features Thaçi government,<br />
contradicting the essential principals <strong>of</strong> transparency and good governance.<br />
Instead <strong>of</strong> appointing a spokesperson to maintain relations with media and respond<br />
to their requests for <strong>of</strong>ficial information, Prime Minister Thaçi has appointed his first<br />
deputy at the party and executive, Deputy Prime Minister Hajredin Kuçi.<br />
Charging Number 2 <strong>of</strong>ficial with “responsibility for media” speaks <strong>of</strong> a tendency to<br />
entrust communication with public to his most loyal person, whom he can “control”<br />
but who is also positioned highly in the party and government hierarchy. As such he<br />
is a person who knows what the public “should know.” Media have revealed in the<br />
meantime that the person in charge <strong>of</strong> media was available only when questioned matters<br />
were affirmative on government’s work and promoted “achievements” and plans.<br />
But he never responded when journalists investigated corruption and government’s<br />
abuses.
