A rhetoric Fight against corruption: 100 Days <strong>of</strong><br />

Thaçi Government<br />

Aprill 2008<br />

This is a report on first 100 days <strong>of</strong> Thaçi 1 government prepared by Organization<br />

ÇOHU! in monitoring the new executive <strong>of</strong> Kosova. Thaçi government, respectively<br />

the PDK-LDK coalition, has been established at a time when reports on organized<br />

crime and corruption were at a peak. <strong>The</strong> Kosovar opinion already been so exhausted<br />

with reports on violations, corruption, government failures, power abuse, and total<br />

ignorance <strong>of</strong> citizens’ problems that elections had become just another tool to confirm<br />

introduction <strong>of</strong> a prime minister still uncompromised with the power. <strong>The</strong> only such<br />

larch party left was PDK and its Hashim Thaçi. It was in these circumstances that<br />

Thaçi government had been established with expectations that it would make a turn<br />

towards good governance. It was unimaginable that there could be a worse government<br />

than the preceding one.<br />

What followed after establishment <strong>of</strong> the current government contained in itself a<br />

fortune and a reward for Mr. Thaçi since the declaration <strong>of</strong> independence and its recognition<br />

created unfavorable circumstances to properly evaluate the governance <strong>of</strong><br />

his cabinet. Nevertheless, at the end <strong>of</strong> 100 days <strong>of</strong> governance one could speak <strong>of</strong><br />

attempts and activities towards good governance, but as will be seen in this report,<br />

decisions and actions have <strong>of</strong>ten favored violations and corruption, the fight against<br />

which stood at the core <strong>of</strong> PDK’s electoral promises. Hardly anything was done towards<br />

fulfillment <strong>of</strong> such promise.<br />

In general, this government has campaigned much more on making good first impression<br />

rather than take decisions and actions to keep its promises. Fight against corruption<br />

was a promise, but in fact nothing has been done to fight it substantially. Rather,<br />

there were cases <strong>of</strong> favoring corruption instead.<br />

<strong>The</strong> Main Violations That Marked First 100 Days<br />

Short period <strong>of</strong> time and focus on status resolve could be considered the main obstacles<br />

to fulfill the promises, but such circumstances do not justify intentionally mistaken<br />

and unlawful decisions, to be presented in this report. In the following, the report<br />

will briefly summarize the main achievements and failures <strong>of</strong> the current government<br />

in its first 100 days.<br />

Main Achievements:<br />

- Tendency to reduce Government’s operational expenses on vehicles,<br />

fuel, and telephones<br />

- Decision for the Board <strong>of</strong> the Kosovo Accreditation Agency to constitute<br />

completely <strong>of</strong> international staff and freezing the pr<strong>of</strong>essor’s<br />

position to the Minister <strong>of</strong> Education Enver Hoxhaj in order to avoid<br />

the conflict <strong>of</strong> interest (both <strong>of</strong> these achievements will be contested<br />

in practice and this will be made clearer in the report on accreditation<br />

<strong>of</strong> private institutions for higher education)<br />
