Dear representatives <strong>of</strong> Kosovo Institutions<br />

In this file you will find few <strong>of</strong> the most essential information on energy sector, the<br />

Kosova C 2100 project, and environmental and social problems that threaten Kosova<br />

for as long as a more sincere and thorough debate on investments on lignite coal<br />

energy production does not begin.<br />

<strong>The</strong> purpose <strong>of</strong> this file is to inform properly the Kosovar decision-makers on the committed<br />

violations, problems, and risks, contained in the power-plant Kosova C <strong>of</strong> 2100<br />

MW construction project. A series <strong>of</strong> documents, and in particular the study in front <strong>of</strong><br />

you “Kosovo C: A Modern Tale” present hundreds <strong>of</strong> arguments that the project needs<br />

to be revised if we are to know its true consequences.<br />

- Violation <strong>of</strong> Parliament’s decision on energy strategy – 2100 vs.<br />

1000 MW<br />

<strong>The</strong> Parliament <strong>of</strong> Kosova has adopted a strategy according to which energy facility to<br />

be constructed should not exceed a capacity <strong>of</strong> 1000 MW. Tendering and other documents<br />

prepared by the Steering Committee <strong>of</strong> the Kosova C project foresaw construction<br />

<strong>of</strong> 2100 MW capacity, which is the double <strong>of</strong> the one planned by the Parliament’s<br />

Strategy on Energy.<br />

As the representatives <strong>of</strong> Kosovar institutions have never respected the Parliament’s<br />

strategy so far and have never been sensitive to the project’s consequences. Bearing<br />

in mind the importance this project has for the future <strong>of</strong> Kosova, we propose:<br />

2. to send back the entire process <strong>of</strong> Kosova C2100 to the Parliament <strong>of</strong><br />

Kosova for revision<br />

3. to create the necessary sensitiveness among the decision-makers for<br />

the problems to be described in the following:<br />

- Proceeding with no strategic assessment on project’s environmental<br />

and social impact<br />

Many EU documents require impact assessment prior to initiation <strong>of</strong> any program that<br />

may have environmental implications. Kosova will face tremendous challenges when<br />

respecting <strong>of</strong> EU’s demands on environment become obligatory. It is a well known fact<br />

that the EU’s criteria are the strictest in the world in this field.<br />

To illustrate, we will refer to the European Parliament’s and the Council’s Directive<br />

2000 on Environment Impact Assessment <strong>of</strong> certain plans and programs.<br />
