Rising Above the Tide: $15 million Gift Establishes<br />

New Center for Population, <strong>Health</strong>, and Sustainability<br />

Male circumcision can reduce the spread <strong>of</strong> HIV/AIDS in parts <strong>of</strong> Africa by as much as 50 percent.<br />

A low-cost drug originally created to treat stomach ulcers, misoprostol, could save tens <strong>of</strong><br />

thousands <strong>of</strong> women’s lives who would otherwise die <strong>of</strong> postpartum bleeding. Empowering<br />

women in developing countries with options regarding childbearing can reduce the level <strong>of</strong> civil<br />

strife and terrorism worldwide.<br />

Researchers in the Bixby Center at the<br />

UC Berkeley <strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong> know<br />

that complex world problems can have<br />

surprising solutions. What these solutions<br />

<strong>of</strong>ten have in common is that they are<br />

innovative, cost effective, and have the<br />

potential to work on a large scale in fast<br />

growing, resource-poor communities.<br />

Thanks to a $15 million gift from the Fred H.<br />

Bixby Foundation, the <strong>School</strong> has begun to<br />

expand and enrich the current Bixby program,<br />

which has become the Bixby Center for<br />

Population, <strong>Health</strong>, and Sustainability.<br />

The new center will retain the mission<br />

<strong>of</strong> creating a more prosperous, ecologically sustainable,<br />

and less divided and conflict-ridden<br />

world. It will also highlight the critical impact<br />

<strong>of</strong> population on the global environment,<br />

global public health, and civil and international<br />

conflict, and help to address the well-documented<br />

unmet need for family planning.<br />

Pr<strong>of</strong>essor Malcolm Potts, who has led the<br />

Bixby program at the <strong>School</strong> since becoming<br />

its director in 1992, believes that population<br />

growth is a key factor in many <strong>of</strong> the world’s<br />

problems. “I think the huge challenge for<br />

the human race in the twenty-first century is<br />

whether we can move to a biologically sustainable<br />

way <strong>of</strong> life on this planet,” he says. “And<br />

population plays an essential role in that.”<br />

Partnering to Solve<br />

Population Problems<br />

Fred H. Bixby attended UC Berkeley in the<br />

1930s, and provided in his will for the creation<br />

<strong>of</strong> the Fred H. Bixby Foundation in order to<br />

support efforts towards solving the problem<br />

<strong>of</strong> overpopulation. The three trustees <strong>of</strong> the<br />

foundation, John Warren, Howard Friedman,<br />

and Owen Patotzka, oversaw the foundation’s<br />

pledge <strong>of</strong> $500,000 to establish the Fred H.<br />

Bixby Jr. Chair in Population and Family<br />

Planning, with the goal <strong>of</strong> attracting an<br />

eminent faculty member to lead the <strong>School</strong>’s<br />

efforts towards creating a premiere program<br />

to address the population subject. The <strong>School</strong><br />

began a search that culminated with Potts’s<br />

appointment. A Cambridge trained obstetrician<br />

and reproductive biologist, Potts was the first<br />

medical director <strong>of</strong> the International Planned<br />

Parenthood Federation, where he introduced<br />

contraceptive methods into scores <strong>of</strong> developing<br />

countries during his decade-long tenure.<br />

“I have spent my pr<strong>of</strong>essional career, since<br />

1968, working internationally in family<br />

planning. I saw the endowed chair <strong>of</strong> the Bixby<br />

foundation as a wonderful opportunity to<br />

continue that work in the world’s greatest<br />

public university,” says Potts, who was named<br />

to the chair in 1992.<br />

Over the next 16 years, he built a team <strong>of</strong><br />

Berkeley students and postgraduates with the<br />

goal <strong>of</strong> broadening the understanding <strong>of</strong> the<br />

population factor and making an impact<br />

on policy all around the world.<br />

“The foundation trustees I think have kept very<br />

consistently and sincerely to Fred H. Bixby’s<br />

goals, which were to help put population on<br />

the table and help people around the world<br />

make voluntary choices so they can enjoy the<br />

benefits <strong>of</strong> smaller families,” says Potts. “They<br />

had the vision that this problem is long-term,


and that one <strong>of</strong> the roles that universities play<br />

is to undertake research and action over<br />

the long term.”<br />

The Bixby Foundation’s latest gift <strong>of</strong><br />

$15 million will allow Potts to elevate the<br />

program he has built to an elite level. “This<br />

generous gift will enable our <strong>School</strong> to<br />

significantly expand initiatives in population<br />

health,” says Dean Stephen Shortell.<br />

“The impact <strong>of</strong> the Fred H. Bixby Foundation<br />

commitment will be felt around the world<br />

for generations to come.”<br />

Ten million dollars <strong>of</strong> the overall gift will be<br />

used to create the new center, which will be<br />

anchored in the <strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong>, but<br />

will be recognized as a campuswide center,<br />

working in collaboration with the Blum<br />

Center for Developing Economies, the Berkeley<br />

Center for Global <strong>Public</strong> <strong>Health</strong>, the Berkeley<br />

Population Center, and other initiatives. The<br />

remaining $5 million <strong>of</strong> the gift will help<br />

support a new building for the <strong>School</strong> <strong>of</strong><br />

<strong>Public</strong> <strong>Health</strong>, in which a wing will be named<br />

in honor <strong>of</strong> Fred H. Bixby.<br />

Success through Student<br />

Internships<br />

The Bixby Center has achieved remarkable<br />

results through its internships. In 1999 and<br />

2003, the Bixby Foundation made gifts in<br />

support <strong>of</strong> students concentrating on<br />

population and family planning, allowing<br />

fellowship recipients to travel abroad over the<br />

summer and conduct research in the field.<br />

Since 2003, a total <strong>of</strong> 33 Bixby interns have<br />

traveled to 20 developing countries, primarily<br />

in Africa and Latin America, to conduct<br />

research on family planning and reproductive<br />

health. In addition to the positive impact in<br />

these communities, the interns’ work has led<br />

to publications in refereed journals and has<br />

enriched courses <strong>of</strong>fered through the Bixby<br />

Center with students’ firsthand experiences.<br />

“We send very well-trained master’s and<br />

doctoral students who are taking skills and<br />

sharing them with colleagues in low-resource<br />

countries,” says Potts. “So the interns get<br />

an experience, and sometimes individually it<br />

changes their lives.”<br />

For some students, the experience can<br />

help shape their careers in work related to<br />

population and sustainability. This cycle has<br />

resulted in a cadre <strong>of</strong> trained pr<strong>of</strong>essionals<br />

helping to address these problems, upon whom<br />

Potts can call to apply the <strong>University</strong>’s research<br />

findings in the real world.<br />

Potts names Lori Babcock, M.P.P.,<br />

M.P.H. ’08, as a recent shining star <strong>of</strong> the<br />

Bixby internship program, saying “she’s fearless<br />

and full <strong>of</strong> good ideas.” As a Bixby intern,<br />

Babcock went to Ethiopia in the summer <strong>of</strong><br />

2006 and Nigeria in 2007. In Ethiopia, she<br />

worked to improve family planning access<br />

in rural areas, especially with the delivery <strong>of</strong><br />

Depo-Provera, which many women are eager<br />

to have. She researched ways to reduce maternal<br />

mortality in Northern Nigeria, working in<br />

conjunction with Ahmadu Bello <strong>University</strong>.<br />

“It’s helped me enormously,” Babcock says<br />

<strong>of</strong> her experience with the program. “The<br />

two fellowships gave me concrete research<br />

experience. Prior to coming to the <strong>School</strong> <strong>of</strong><br />

<strong>Public</strong> <strong>Health</strong>, I had experience implementing<br />

programs in the Peace Corps and with other<br />

organizations, but only limited monitoring<br />

and evaluation experience.”<br />

After graduating, Babcock began working<br />

at Population Services International (PSI)<br />

in Washington, D.C., a social marketing<br />

organization that addresses the health<br />

problems <strong>of</strong> low-income and vulnerable<br />

populations in more than 60 developing<br />

countries. “I love my new job—it’s perfect<br />

for me,” she says. “I get to work on<br />

improving global health all day every day.<br />

And I’ve been to Africa twice in the past<br />

six months. It’s perfect.”<br />

Mission Critical<br />

The Bixby Center makes a compelling case<br />

for the urgency <strong>of</strong> addressing population<br />

growth, pointing to its underlying contribution<br />

to problems such as environmental decline, war,<br />

and violence. “All the terrorists come from<br />

places where it’s difficult to get birth control,”<br />

Potts puts it simply.<br />

Martha Campbell, a Bixby Center lecturer,<br />

notes, “We haven’t found a country that<br />

has gotten out <strong>of</strong> poverty while maintaining<br />

high birth rates, with the exception <strong>of</strong> the<br />

Persian Gulf nations. Governments <strong>of</strong> rapidly<br />

growing countries simply cannot keep up with<br />

the requirements for education and health<br />

services when the number <strong>of</strong> children increases<br />

greatly each year. At the same time, there is a<br />

huge unmet need for family planning in all<br />

the fast-growing countries.”<br />

Potts believes that Berkeley is the only<br />

university that has been consistently saying<br />

two things: first, that rapid population growth<br />

has a lot <strong>of</strong> deleterious effects, and second,<br />

that population growth can be slowed in a<br />

human rights framework. “Other universities<br />

have gone into much less focus and more<br />

diffuse descriptions <strong>of</strong> this,” he says. “I see the<br />

Bixby Center as an opportunity for Berkeley<br />

to enhance its leadership in the United States<br />

and globally in putting the population growth<br />

factor back on the world agenda.”<br />

Reingold Named Inaugural Holder <strong>of</strong> Endowed<br />

Chair in Global <strong>Health</strong> and Infectious Diseases<br />

The purpose <strong>of</strong> the multidisciplinary, rotating<br />

five-year chair is to support the teaching,<br />

research, and scholarship <strong>of</strong> an eminent faculty<br />

member in the <strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong> or the<br />

Department <strong>of</strong> Molecular and Cell Biology, or<br />

a faculty member who has a joint appointment<br />

in both departments. The chair was established<br />

with $1.5 million in donations from friends<br />

and colleagues <strong>of</strong> pr<strong>of</strong>essor emeritus and<br />

former dean Edward E. Penhoet, and<br />

$1.5 million in matching support from the<br />

Hewlett Foundation.<br />

“We are very grateful to the many donors<br />

and the matching funds from the Hewlett<br />

Foundation for creating this endowed<br />

chair,” said Dean Stephen Shortell.<br />

“Art Reingold is a superb choice to serve as<br />

the first chair holder given his leadership<br />

nationally and internationally in combating<br />

infectious disease.”<br />

A board-certified physician, Reingold has<br />

devoted the last 25 years to the study and<br />

prevention <strong>of</strong> infectious diseases in the United<br />

States and in developing countries throughout<br />

the world. He began his career as an infectious<br />

disease epidemiologist at the Centers for<br />

Disease Control and Prevention. During his<br />

eight years there, he worked domestically on<br />

Toxic Shock Syndrome, Legionnaires’ disease,<br />

Arthur Reingold, associate dean for research at the UC Berkeley<br />

<strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong> and head <strong>of</strong> the <strong>School</strong>’s Epidemiology<br />

Division, has been named the first-ever holder <strong>of</strong> the Edward<br />

E. Penhoet Distinguished Chair in Global <strong>Public</strong> <strong>Health</strong> and<br />

Infectious Diseases, <strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong>.<br />

bacterial meningitis, fungal infections, and<br />

non-tuberculous mycobacterial infections.<br />

He also worked internationally on epidemic<br />

meningitis in West Africa and Nepal.<br />

Since joining the faculty at UC Berkeley in<br />

1987, Reingold has worked on a variety <strong>of</strong><br />

emerging and re-emerging infections in the<br />

United States; on acute rheumatic fever in<br />

New Zealand; and on AIDS, tuberculosis,<br />

malaria, and acute respiratory infections in<br />

Brazil, Uganda, Ivory Coast, Zimbabwe, India,<br />

and Indonesia. He has directed the National<br />

Institutes <strong>of</strong> <strong>Health</strong> Fogarty AIDS International<br />

Training and Research Program at UC Berkeley/<br />

UC San Francisco since the program’s inception<br />

in 1988. He has also served as principal<br />

investigator <strong>of</strong> the UC Berkeley Center for<br />

Infectious Disease and Emergency Readiness<br />

since the center’s establishment in 2002.<br />

Reingold regularly teaches courses on<br />

epidemiologic methods, outbreak investigation,<br />

and the application <strong>of</strong> epidemiologic<br />

methods in developing countries. He was<br />

recently elected president <strong>of</strong> the Society for<br />

Epidemiologic Research.<br />

“I am thrilled to have been awarded this<br />

signal honor, the more so because <strong>of</strong> the<br />

extraordinarily high regard I have for Ed<br />

Penhoet and his many contributions in science<br />

and health,” said Reingold. “I hope to use the<br />

chair to help support our Center for Global<br />

<strong>Public</strong> <strong>Health</strong>, as well as our truly world-class<br />

graduate students.”<br />

Edward E. Penhoet, in whose honor the chair<br />

is named, is a c<strong>of</strong>ounder <strong>of</strong> the pioneering biotechnology<br />

firm Chiron Corporation. He served<br />

as the company’s president and chief executive<br />

<strong>of</strong>ficer from its formation in 1981 until April<br />

1998. For 10 years prior to founding Chiron,<br />

he was a faculty member <strong>of</strong> UC Berkeley’s<br />

Biochemistry Department, and from 1998 to<br />

2002 he served as dean <strong>of</strong> the UC Berkeley<br />

<strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong>. Penhoet was president<br />

<strong>of</strong> the Gordon and Betty Moore Foundation<br />

from 2004 to 2007. He currently serves as<br />

commercial life sciences representative on the<br />

<strong>California</strong> Institute <strong>of</strong> Regenerative Medicine’s<br />

Independent Citizens Oversight Committee,<br />

<strong>of</strong> which he was previously vice chair.<br />

A member <strong>of</strong> the Institute <strong>of</strong> Medicine <strong>of</strong><br />

the National Academy <strong>of</strong> Sciences, Penhoet<br />

has coauthored more than 50 scientific<br />

papers and articles. Penhoet’s friends and<br />

colleagues established the chair in recognition<br />

<strong>of</strong> his distinction as a scientific leader and<br />

entrepreneurial visionary and his commitment<br />

to improving health globally.<br />

Endowed Chairs: What, Why, and How<br />

Endowed chairs are critical to preserving the preeminence<br />

<strong>of</strong> our faculty, the <strong>School</strong>, and the <strong>University</strong>. The<br />

establishment <strong>of</strong> an endowed chair is a gift that will live<br />

on for generations. But what exactly is an endowed chair<br />

and how is one established? Read on to find out!<br />

What is an endowed chair?<br />

An endowed chair is a fund established with<br />

a private donation that creates an endowment<br />

that is invested in perpetuity<br />

to provide stable financial support for<br />

faculty. Appointment to an endowed chair<br />

is a mark <strong>of</strong> academic distinction for a<br />

pr<strong>of</strong>essor. Typically named for the donor,<br />

endowed chairs <strong>of</strong>fer philanthropists the<br />

opportunity to provide support to a field<br />

<strong>of</strong> academic endeavor that is <strong>of</strong> particular<br />

interest to them.<br />

Why are endowed chairs so<br />

important?<br />

Although Berkeley’s state funding<br />

(which represents about one-third <strong>of</strong> the<br />

campus’s annual budget) has remained<br />

relatively constant when adjusted<br />

for inflation in the past two decades,<br />

<strong>California</strong>’s current budget crisis has already<br />

led to significant state funding cuts<br />

this year, with more on the horizon. And,<br />

while Berkeley’s endowment has grown<br />

to about $2.5 billion as <strong>of</strong> 2006, during<br />

the same period, the endowments at our<br />

private peer institutions exploded. For<br />

example, Havard’s endowment reached<br />

about $30 billion; Stanford’s about 14<br />

billion.<br />

When it comes to retaining and recruiting<br />

top pr<strong>of</strong>essors, the enormous endowments <strong>of</strong><br />

our private peers have given them a huge<br />

competitive advantage—an ability to <strong>of</strong>fer<br />

higher salaries, more-generous compensation<br />

packages, and greater research funding.<br />

To preserve the Berkeley legacy <strong>of</strong> public<br />

excellence for future generations, Berkeley<br />

will need to aggressively build its endowment.<br />

Increasing the number <strong>of</strong> endowed<br />

chairs across the campus is an essential and<br />

rewarding part <strong>of</strong> this endeavor.<br />

How can I endow a chair?<br />

A gift to establish an endowed chair<br />

can take many forms—including an<br />

outright gift or a pledge to be paid<br />

over five years. Endowed chairs and<br />

distinguished endowed chairs may be named<br />

either for the donor or according<br />

to the donor’s wishes.<br />

Endowed chairs at Berkeley can be<br />

established with a minimum gift <strong>of</strong><br />

$2 million, and distinguished endowed<br />

chairs—for a tenured faculty member who<br />

is internationally renowned in his or her<br />

field—can be established with a minimum<br />

gift <strong>of</strong> $3 million. And endowed pr<strong>of</strong>essorship,<br />

providing partial salary<br />

support as well as pr<strong>of</strong>essorial and researchrelated<br />

expenses, can be<br />

established at the <strong>School</strong> for $1 million.<br />

Endowed funds typically have a conservative<br />

annual payout <strong>of</strong> about five percent in<br />

order to protect the purchasing power <strong>of</strong> the<br />

endowment in perpetuity.<br />

Pittman, Freund Join Policy Advisory Council<br />

The head <strong>of</strong> a public health nonpr<strong>of</strong>it organization and a<br />

pr<strong>of</strong>essor <strong>of</strong> public administration are the two newest<br />

members <strong>of</strong> the <strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong>’s Policy Advisory<br />

Council. The council advises the dean and supports the <strong>School</strong><br />

in its efforts to attain the highest level <strong>of</strong> quality in pr<strong>of</strong>essional<br />

education, research, and service in all aspects <strong>of</strong> public health.<br />

Mary Pittman,<br />

Dr.P.H. ’87, M.P.H.<br />

’80, was appointed<br />

president and CEO <strong>of</strong> the<br />

Oakland-based nonpr<strong>of</strong>it<br />

<strong>Public</strong> <strong>Health</strong> Institute<br />

(PHI) in January 2008. From 1996 until<br />

2007, Pittman served on PHI’s board <strong>of</strong><br />

directors. Previously, she was president <strong>of</strong><br />

the American Hospital Association affiliate<br />

<strong>Health</strong> Research & Educational Trust.<br />

Pittman has also served as president and<br />

CEO <strong>of</strong> the <strong>California</strong> Association <strong>of</strong> <strong>Public</strong><br />

Hospitals and as director <strong>of</strong> planning and<br />

evaluation for the San Francisco Department<br />

<strong>of</strong> <strong>Public</strong> <strong>Health</strong>.<br />

Over the course <strong>of</strong> her 25-year career,<br />

Pittman has become a nationally recognized<br />

public health leader. She has developed<br />

public policy and legislative proposals to<br />

reduce health disparities and improve access<br />

and quality <strong>of</strong> health care for underserved<br />

populations. She has authored two books<br />

and numerous scientific journal articles.<br />

In 2008, Pittman was awarded the Spirit<br />

<strong>of</strong> <strong>Public</strong> <strong>Health</strong> award from the Graduate<br />

Program in <strong>Health</strong> Management Alumni<br />

Association <strong>of</strong> the Haas <strong>School</strong> <strong>of</strong> Business.<br />

as vice chancellor and provost <strong>of</strong> Syracuse<br />

<strong>University</strong> from 1999 to 2006. Prior to<br />

joining the Syracuse faculty, she was a<br />

pr<strong>of</strong>essor <strong>of</strong> public affairs at Indiana<br />

<strong>University</strong>, Bloomington, where she also<br />

served as vice chancellor for academic affairs<br />

and dean <strong>of</strong> the faculties. She was on the<br />

faculty at the <strong>School</strong> <strong>of</strong> <strong>Public</strong> <strong>Health</strong> at the<br />

<strong>University</strong> <strong>of</strong> North Carolina for nine years<br />

and has worked as a program assistant<br />

at the Robert Wood Johnson Foundation.<br />

She has held many visiting pr<strong>of</strong>essorships<br />

at institutions including Harvard <strong>University</strong>,<br />

Stanford <strong>University</strong>, and the <strong>University</strong><br />

<strong>of</strong> London.<br />

Freund received her Ph.D. and M.P.H. from<br />

the <strong>University</strong> <strong>of</strong> Michigan. Her research interests<br />

are health economics, Medicaid, and<br />

pharmacoeconomics, the field concerning<br />

the cost and implications <strong>of</strong> pharmaceutical<br />

products and services on people and the<br />

healthcare industry, an intersection which<br />

she is credited as founding. Freund has<br />

published more than 120 journal articles and<br />

chapters, two books, and has been principal<br />
