<strong>Lake</strong> <strong>Arrowhead</strong> residents describe their com-<br />

they mean as they are welcomed to <strong>Lake</strong> <strong>Arrowhead</strong> Village<br />
to enjoy a concert in the summer or experience snow for<br />
the first time in the winter.<br />
Whether you are visiting <strong>Lake</strong> <strong>Arrowhead</strong> for the first time,<br />
you are a weekender or live here full time, there are always<br />
new things to discover about this community a mile in the sky.<br />
The lake itself covers 784 acres with over 14 miles of shoreline,<br />
has an average depth of 100 feet and is located at 5,106<br />
feet above sea level.<br />
The manmade lake was built to provide water to the citrus<br />
groves in the Redlands and Riverside areas. Visitors often<br />
ask about the blue tower that rises 195 feet above the lake.<br />
It was originally designed to convey water “down the hill” to<br />
San Bernardino and Riverside counties.<br />
Today <strong>Lake</strong> <strong>Arrowhead</strong> provides drinking water to the<br />
communities served by the <strong>Lake</strong> <strong>Arrowhead</strong> Community Services<br />
District (see page 20). The lake is owned by the <strong>Arrowhead</strong><br />
<strong>Lake</strong> Association (page 8), whose members may use<br />
the lake for fishing, swimming and boating. ALA also owns<br />
two beach clubs on the lake and the reserve strip around the<br />
lake that provides a trail on which members can walk.<br />
The first settlers of <strong>Lake</strong> <strong>Arrowhead</strong>—known then as Little<br />
Bear <strong>Lake</strong>—were loggers. That’s no surprise as the community<br />
is surrounded by the San Bernardino National Forest.<br />
Other early visitors came to make dozens of movies in the<br />
mountains.<br />
Today visitors can enjoy movies made by up and coming<br />
filmmakers at the annual <strong>Lake</strong> <strong>Arrowhead</strong> Film<br />
Festival and they can take in some live theater put on<br />
by the <strong>Lake</strong> <strong>Arrowhead</strong> Repertory Theatre Company.<br />
A number of athletes have discovered <strong>Lake</strong> <strong>Arrowhead</strong> is<br />
a good place to train because of the altitude and the crisp,<br />
clean air. Michelle Kwan trained here in the past at the Ice<br />
Castle International Training Center.<br />
The pace in the mountain communities is less frenzied than<br />
that in bigger cities. Residents, both full- and part-time, forge<br />
strong friendships and enjoy visiting while shopping in the lo-<br />
<strong>Lake</strong> <strong>Arrowhead</strong> <strong>Almanac</strong> • <strong>2012</strong><br />
cal stores and picking up their mail at one of the local post<br />
offices. All mail is delivered to post office boxes, making mail<br />
call a social event.<br />
Groceries are available at Stater Bros. in <strong>Lake</strong> <strong>Arrowhead</strong><br />
Village or at Jensen’s Finest Foods in<br />
Blue Jay. Gas stations are located on Highway 18<br />
in Rimforest and in Blue Jay Village. Banking can be done<br />
in both <strong>Lake</strong> <strong>Arrowhead</strong> Village and Blue Jay Village, our two<br />
“downtowns.”<br />
If you enjoy music, hiking, theater, dance, fine dining or<br />
just love to browse in shops, you’ll find it all here in <strong>Lake</strong><br />
<strong>Arrowhead</strong>. This <strong>Almanac</strong> will provide you with an initial<br />
introduction to this gem of a community.

<strong>Lake</strong> <strong>Arrowhead</strong> is privately owned by the <strong>Arrowhead</strong><br />
<strong>Lake</strong> Association (ALA) for the recreational use and<br />
enjoyment of all its members, their families and their<br />
guests. ALA owns and operates the lake, Burnt Mill and Tavern<br />
Bay Beach Clubs, Marina Peninsula Park and Grass<br />
Valley <strong>Lake</strong>. ALA also owns and maintains property around<br />
the lake and maintains numerous accesses that allow property<br />
owners access to the lake at specified areas.<br />
The mission of the <strong>Arrowhead</strong> <strong>Lake</strong> Association is "to protect,<br />
operate and improve <strong>Lake</strong> <strong>Arrowhead</strong> and ALA properties,<br />
and to provide reasonable and safe recreational facilities<br />
in a fiscally responsible manner, with appropriate<br />
planning for the future." The members of the association elect<br />
seven directors, who are charged with this mission.<br />
All properties located within the boundary of <strong>Arrowhead</strong><br />
Woods (except <strong>Lake</strong>wood A & B) have lake rights, giving the<br />
owners the right to use the lake for recreational purposes:<br />
fishing, swimming, boating and using the reserve strip and<br />
reserve strip addition for foot travel where designated. An<br />
access map is available at the ALA office. Only property owners<br />
who choose to be members of the association have access<br />
to association-provided improvements.<br />
GENERAL MEMBERSHIP<br />
General membership fees help pay for routine maintenance<br />
programs (weed removal, silt removal,<br />
erosion control, trash removal), maintaining the<br />
shoreline and more than 60 accesses and trails, stocking the<br />
lake with fish, and the Fourth of July fireworks display.<br />
The cost of a general membership is $60. Membership<br />
cards are in effect from April 1 through March 31.<br />
Beach club memberships give members access to both<br />
Burnt Mill Beach Club and Tavern Bay Beach Club. A beach<br />
club membership is $200.<br />
PUTTING A BOAT ON THE LAKE<br />
The current registration fee is $200 per boat with a<br />
dock and $300 per boat without a dock. The minimum<br />
length of a boat with a motor is 12 feet; the maximum<br />
length is 26 feet. All boats under 12 feet with no motor,<br />
which must stay within 100 of the shoreline, must<br />
also be registered with the ALA. The fee for a small boatno<br />
motor is $25.<br />
To put a boat on <strong>Lake</strong> <strong>Arrowhead</strong> you must: own a property<br />
within <strong>Arrowhead</strong> Woods; be a member of the ALA; own<br />
the boat; carry $500,000 combined single limit liability and<br />
ALA must be named as "additional insured"; provide proper<br />
mooring, or day launch; and obtain a boat operator's license.<br />
A detailed boat registration requirement list is available<br />
at the ALA office.<br />
Windsurfing and jet skiing are not allowed on the lake.<br />

ALA COMMITTEES<br />
Members serve on a number of ALA committees<br />
with the directors. Those committees include Forest<br />
Planning, Shoreline Improvements, Finance,<br />
<strong>Lake</strong> Activities and Safety, and <strong>Lake</strong> Operations and Maintenance.<br />
Committees meet separately from the regular board meetings,<br />
which in <strong>2012</strong> will be held on the fourth Saturday of<br />
January, March, June, July, August, September and October;<br />
the third Saturday of May; and the second Saturday of December.<br />

<strong>Mountain</strong>s Community Hospital (MCH) is a full-service<br />
hospital with 17 medical/surgical beds and<br />
20 extended care and recovery beds. Physicians<br />
staff the MCH emergency department 24 hours a day.<br />
Inpatient services include acute and extended care, post-acute<br />
care rehabilitation and respite care. In addition to emergency services,<br />
outpatient diagnostic services include pulmonary function,<br />
laboratory, cardiac stress testing and radiology (X-ray, CT, ultrasound,<br />
bone density and mammography). Outpatient rehabilitation<br />
services include physical therapy, occupational therapy and<br />
speech therapy as well a primary care Medi-Cal Rural Clinic.<br />
MCH is Medicare and Medi-Cal certified and licensed by<br />
the State of California. MCH is one of the few small rural hospitals<br />
accredited by the Joint Commission on Accreditation of<br />
Healthcare Organizations. MCH is proud of the quality of<br />
medical care it provides to the community and visitors.<br />
<strong>Mountain</strong>s Community Hospital accepts Medicare, Medi-Cal,<br />
Aetna, IEHP, Blue Cross, Blue Shield, United Healthcare/Pacifi-<br />
Care, CCN, as well as indemnity insurance and workers’ compensation<br />
insurance. In addition the hospital also accepts a number<br />
of HMO and Senior Advantage contracts through cooperation<br />
with the local physicians and the Regal Medical Group.<br />
Physicians contract independently with insurance companies<br />
and, therefore, may not have the same insurance<br />
contracts as the hospital. Because of the many<br />
healthcare insurance options that exist, patients are encouraged<br />
to contact the physician’s office directly to confirm if the<br />
physician is a participating provider in a particular insurance<br />
plan. Although physicians are not MCH employees, the hospital<br />
is proud they chose MCH as a place to practice.<br />
The MCH Auxiliary has been providing volunteers to support<br />
the hospital since 1957. On an annual basis this amounts<br />
to over 11,000 hours.<br />
The <strong>Mountain</strong>s Community Hospital Foundation was incorporated<br />
in 1991 and since that time has raised over $3 million to<br />
support the hospital. The nonprofit 501(c)(3) corporation’s board<br />
is made up of approximately 30 members of the community.<br />

Formed in 1923, the <strong>Arrowhead</strong> Woods Architectural<br />
Committee (AWAC) has as its mission preserving<br />
the character of the <strong>Arrowhead</strong> Woods, the residential<br />
area surrounding <strong>Lake</strong> <strong>Arrowhead</strong>.<br />
Property owners are required to obtain AWAC approval<br />
prior to making any exterior modifications, including but not<br />
limited to tree trimming and removal, new construction, remodels,<br />
additions, fencing, painting, roofing, retaining walls<br />
and any other exterior modification.<br />
EXTERIOR MODIFICATIONS<br />
All exterior modifications require prior AWAC approval.<br />
Applications, guidelines and fee schedules<br />
are available online at www.awac.biz. Please<br />
do not rely on your contractor to obtain approval—the homeowner<br />
is ultimately responsible. Fines and re-inspection fees<br />
may be incurred for failure to obtain prior AWAC approval.<br />
TREE TRIMMING AND REMOVAL<br />
In <strong>Arrowhead</strong> Woods, as in other forested areas, fuel<br />
load—the vegetation available to feed a wildfire—is a<br />
threat year round. Homeowners can lessen their risk<br />
and improve the chances for their residences to survive a wildfire<br />
by creating “defensible space” around their residences.<br />
Although AWAC promotes fuel reduction, all tree trimming<br />
and removal must first be approved by AWAC. Applications<br />
for tree trimming and/or removal can be found online<br />
at www.awac.biz. All applications must be accompanied by<br />
an application fee. Upon receipt of the completed application<br />
and fee, an inspector will review your request on site and<br />
you will be notified in writing of the decision.<br />
Tree work done without an approved permit will result<br />
in damage assessment against the property owner.<br />
AWAC finds trimming solely to improve a view especially<br />

The mission of the <strong>Lake</strong> <strong>Arrowhead</strong> Communities Chamber<br />
of Commerce is to promote a positive, vital economy<br />
and take a leadership role in influencing public<br />
policy for the benefit of its members. With over 400 members,<br />
the <strong>Lake</strong> <strong>Arrowhead</strong> chamber is the driving force for<br />
business on the mountain.<br />
The main office of the <strong>Lake</strong> <strong>Arrowhead</strong> Communities Chamber<br />
of Commerce is located in the heart of <strong>Lake</strong> <strong>Arrowhead</strong><br />
Village, as is the J. Putnam Henck Visitor Center. At the visitor<br />

is an active group of business professionals<br />
and community organizations dedicated to enhancing<br />
our local community and commerce.<br />
Tourism is a primary economic generator for the area,<br />
contributing $78 million per year to the county and providing<br />
approximately 600 full-time and 700 part-time jobs for<br />
local residents. The area is host to nearly four million visitors
each year who come to the <strong>Lake</strong> <strong>Arrowhead</strong> communities to<br />
enjoy the spectacular four seasons, great lodging, shopping<br />
and dining, as well as year-round events. The <strong>Lake</strong> <strong>Arrowhead</strong><br />
Communities Chamber of Commerce is also the destination<br />
marketing organization for the area.<br />

and are awarded and monitored by the California Fire Safe<br />
Council. As a nonprofit organization the ACFSC can accept<br />
donations from the public, which are tax deductible and<br />
much appreciated.<br />
According to its charter, the council serves the communities<br />
of Rimforest, Strawberry Flats, Twin Peaks, Agua Fria, Blue Jay,<br />
<strong>Lake</strong> <strong>Arrowhead</strong>, Deer Lodge Park, Cedar Glen, <strong>Arrowhead</strong> Villas,<br />
Skyforest and Crest Park. This area includes approximately<br />
110 square miles of critical wildland-urban interface within the<br />
San Bernardino National Forest.<br />
The ACFSC works closely with the U.S. Forest Service, Cal-<br />
Fire and County Fire, is a participating member of the <strong>Mountain</strong><br />
Area Safety Task Force and <strong>Mountain</strong> Mutual Aid, and supports<br />
and promotes the healthy forest initiative Forest Care.<br />
Through its area risk mitigation (ARM) concept, the ACFSC,<br />
working with County Fire, helped protect Deer Lodge Park during<br />
the Grass Valley Fire. A similar effort has been implemented<br />
in <strong>Arrowhead</strong> Villas.<br />
The ACFSC is also involved in fuels reduction on access roads<br />
to make them accessible to emergency vehicles. In this cooperative<br />
effort with the <strong>Arrowhead</strong> Woods Architectural Committee,<br />
vegetation encroaching access roads is reduced within six to<br />
eight feet on either side of the access road.<br />
The council holds bi-monthly public meetings at Fire Station<br />
91, in which the fire agencies and the ACFSC present important<br />
issues about fire protection and work in progress. These meetings<br />
take place on the second Thursday of even-numbered months<br />
and start at 6:30 p.m.<br />

all mountaintop communities from Crestline to Green Valley<br />

As the original fire safe council in the Inland Empire, the<br />
MRFSC maintains cooperative relationships with the <strong>Mountain</strong><br />
Area Task Force (which includes the U.S. Forest Service,<br />
Cal Fire, San Bernardino County Fire, local fire departments,<br />
Edison, Caltrans), Forest Care, the Burn Institute, and 14 other<br />
councils the MRFSC helped establish throughout the San<br />
Bernardino <strong>Mountain</strong>s and the Inland Empire.<br />
When people live in a high fire hazard environment, the<br />
human-built environment becomes an important factor in predicting<br />
the loss of life and property. Simple things such as creating<br />
defensible space (clearing weeds and debris) and replacing<br />
shake roofs can make a significant difference in how<br />
one’s property will survive a wildfire.<br />
MRFSC is there to answer your questions on defensible<br />
space and fire prevention and to provide or direct you to<br />
resources to make your property as firesafe as possible. Remember,<br />
with regard to the next wildfire, it’s not IF, it’s WHEN!<br />

In 2006 a unique effort was created to make the local<br />
forest healthier and reduce the fire risk posed by the<br />
heavy stands of trees in residential areas. With federal<br />
and state dollars, the San Bernardino National Forest<br />
Association, the U.S. Forest Service and Cal Fire banded<br />
together to offer landowners an economical way to thin<br />
their trees.<br />
After a professional forester surveys a homeowner’s property<br />
and makes recommendations for needed thinning work,<br />
the homeowners hire licensed contractors to do the suggested<br />
work. The homeowner receives back up to 75 percent of<br />
the cost of having the trees removed.<br />
Since its inception, the Forest Care program has helped<br />
treat more than 2,700 parcels in the mountain communities.<br />
The foresters have made many more educational visits<br />
in which they advise the property owners on steps they can<br />
take to make their homes more fire safe.

Bernardino <strong>Mountain</strong>s’ Association<br />
of Building Contractors (ABC). The members<br />
are dedicated to providing outstanding<br />
craftsmanship to mountain community<br />
residents.<br />
ABC members subscribe to a code of<br />
ethics. They pledge to uphold the highest<br />
standards of honesty, integrity and responsibility<br />
in their business dealings.<br />
ABC is a California nonprofit corporation. Its<br />
purpose is to promote goodwill and cooperation between its members,<br />
governmental agencies and the community. A board of directors whose<br />
members span the building trades governs ABC. The directors have many<br />
years of professional experience between them.<br />
Association members cover a wide range of trade specialties.<br />
ABC’s website has a contractor finder that mountain residents and<br />
visitors can use to locate quickly a building industry professional to<br />
meet their needs. Builders can also be found on ABC’s website by<br />
browsing through the entire list of available contractors.<br />
ABC members are committed to protecting the investment of<br />
each homeowner or business by delivering the highest quality<br />

work and insuring clients against unforeseen problems.<br />
Unlicensed contractors cannot legally perform jobs costing<br />
more than $500. ABC recommends homeowners<br />
and businesses contact the California Contractors State<br />
License Board at www.cslb.ca.gov to verify a contractor’s license.<br />
ABC engages in a wide variety of activities. They include lobbying<br />
contractors’ views to county, state and federal governments and<br />
the San Bernardino County Department of Building and Safety.<br />
ABC also reports changes in county codes and regulations to its membership<br />
via its monthly newsletter and website.<br />
ABC promotes the use of licensed contractors, especially its<br />
members, through its annual directory, newsletter, website and<br />
print advertising. It also supports the California Contractors State<br />
License Board in its efforts to prosecute unlicensed contractors.<br />
The organization also encourages cooperation between members<br />
of the association with informative monthly dinner meetings<br />
and other social functions, as is its strong support for community<br />
organizations like Rebuilding Together, which stages its annual<br />
Christmas In April Rebuilding Day on the last Saturday of<br />
April each year.<br />
Because of ABC members' generous commitments of talent, skill<br />
and professionalism, Rebuilding Together can continue providing<br />
warmer, safer and more independent living conditions for deserving<br />
elderly and disabled homeowners in our mountain communities.<br />

The <strong>Lake</strong> <strong>Arrowhead</strong> Community Services District<br />
(LACSD) provides water and wastewater services to<br />
approximately 8,000 water customers and 11,000<br />
wastewater customers in the <strong>Lake</strong> <strong>Arrowhead</strong> community. Initially,<br />
in the 1920s and 1930s, the area was mainly a resort<br />
with summer cottages. However, over the years, <strong>Lake</strong> <strong>Arrowhead</strong><br />
has become an area of permanent, semi-permanent<br />
and seasonal homes.<br />
LACSD is a self-governed special district responsible for<br />
water supply to <strong>Lake</strong> <strong>Arrowhead</strong>, and wastewater services to<br />
<strong>Lake</strong> <strong>Arrowhead</strong>, <strong>Arrowhead</strong> Villas, Cedar Glen, Blue Jay,<br />
Twin Peaks, Deer Lodge Park, Rimforest and Skyforest. Most<br />
of these areas lie within the <strong>Arrowhead</strong> <strong>Lake</strong> and Grass Valley<br />
watersheds.<br />
The district operates two water treatment plants, 19 water<br />
pumping stations, two wastewater treatment plants, 21<br />
wastewater pumping stations, 18 reservoir tanks and several<br />
hundred miles of pipelines.<br />

The community ranges in elevation from 4,500 feet to<br />
more than 6,000 feet and encompasses approximately 15<br />
square miles. There are numerous streams within the district’s<br />
service area; most of these streams flow northerly and are<br />
part of the Mojave River drainage basin. <strong>Lake</strong> <strong>Arrowhead</strong>,<br />
which is owned and operated by the <strong>Arrowhead</strong> <strong>Lake</strong> Association<br />
(ALA), serves the area as both a source of recreation<br />
and as the main drinking water supply.<br />
As of 2008, LACSD is allowed only 1,566 acre feet of<br />
lake water per calendar year, about half of the traditional demand<br />
in our community. The district has implemented strict<br />
water use efficiency policies, which are available for review<br />
on the website or at the district office.<br />
HOW TO PAY YOUR LACSD BILL<br />
Payments can be mailed to LACSD in the envelope provided<br />
with the bill or customers call the district office<br />
and pay by Visa or Mastercard over the telephone.<br />
Customers can also pay their bills online through the official<br />
online payment website at www.lakearrowheadcsd.com<br />
or apply for an automatic deduction from their bank account<br />
or credit card.<br />
In-person payments may be made at the district office during<br />

Unified School District<br />
The Rim of the World Unified School District consists<br />
of seven school campuses from <strong>Lake</strong> Gregory to Running<br />
Springs. Over the years six of the schools have<br />
been granted California Distinguished School status and one<br />
was chosen as a California Model School.<br />
The Rim School District is the mountain’s largest employer<br />
and although budget cuts take a huge bite out of the district’s<br />
budget, they still turn out hundreds of graduates each<br />
year who are ready to take on the world through pursuing<br />
their college education, joining the workforce or joining the<br />
armed forces. In the past several years several graduating<br />
students have been accepted to our nation’s military academies<br />
and those graduates credit their families and their caring,<br />
excellent teachers and counselors.<br />

From summer tennis lessons, Polynesian dancing, children’s<br />

the Rim of the World Recreation and Park District offers something<br />

Your Pets<br />
Living on the mountain sometimes requires thinking about<br />
things you’d never consider when living down the hill.<br />
It’s important to remember we cohabitate with wildlife and<br />
are in their backyard, which sometimes is our own as well. You’ve<br />
got to know what measures to take in order to keep your pets safe.<br />
Coyotes are natural predators and serve a purpose in their<br />
environment. Though there can be problems when humans and<br />
coyotes live in the same space, the number of issues can be greatly<br />
reduced by taking preventative measures to protect a pet and<br />
make the area around the home unattractive to coyotes.<br />
Pets make ideal meals for coyotes, and as coyotes have<br />
adapted to residential areas, they have become less fearful<br />
of humans and unafraid to attack small animals if given the<br />
opportunity. The best way a pet owner can protect a pet is by<br />
keeping the pet inside when unable to supervise the animal.<br />
This is especially crucial for small pets, such as cats and small<br />
dogs, which can make easier targets for coyotes. Large dogs<br />
must be monitored too because they can be injured during<br />
a fight with a roaming coyote.<br />
All animals should be brought in for the night or kept in<br />
a protective kennel after dark. Because pets should remain inside,<br />
their food and water should come inside with them. Coyotes<br />
will eat pet food, and leaving it out only serves to attract<br />
wildlife to the home.<br />
When walking your dog, it’s a good idea to bring<br />
a walking stick or something that will make a<br />
lot of noise. Keep your pet on a short leash and,<br />
if it’s off the leash, make sure it stays close so you have time<br />
to react if a coyote approaches.<br />
If a coyote approaches, make a lot of noise to scare it<br />
away, and make eye contact, yell, throw pebbles or pine cones<br />
in the general direction of the coyote, but don’t hurt it. Trying<br />
to look big and intimidating also helps.<br />
Remember, this is the animals’ natural habitat, and in order<br />
to share the environment, it’s important to keep safety in<br />
mind—the safety of your pet and that of the wildlife that makes<br />
living on the mountain so unique and enjoyable.<br />

Friday from 7:30 a.m.to 5 p.m., 8 a.m. to 3 p.m. on Saturday,<br />
closed on Sunday. Boarding facilities for cats and<br />

UCLA CONFERENCE CENTER<br />
Located on 40 acres on the north side of <strong>Lake</strong> <strong>Arrowhead</strong>,<br />
the UCLA Conference Center is one of Southern<br />
California’s most desirable sites for meetings of<br />

SAN BERNARDINO NATIONAL FOREST<br />
The San Bernardino National Forest and the San<br />
Bernardino National Forest Association (SBNFA)<br />
offer a bounty of outdoor adventure possibilities.<br />
Fire lookouts are open to the public from 9 a.m. to 5 p.m.<br />
daily from Memorial Day to mid-November. Volunteers, trained<br />
by the SBNFA, show visitors the equipment and point out the<br />
sites that can be seen from on high.<br />
The lookout at Strawberry Peak is located off Bear Springs<br />
Road, in Rimforest off Highway 18. Its elevation is 6,143 feet.<br />
Further east off Highway 18 is Keller Peak, located past the<br />
town of Running Springs. At an elevation of 7,882, the<br />
vista is wide from this tower.<br />
Seasonal family camping is available at the Dogwood<br />
and North Shore campgrounds. Dogwood is located off Highway<br />
18 near Daley Canyon Road, while North Shore is located<br />
on Hospital Road off Highway 173. Reservations are<br />
a must and may be made at www.recreation.gov/Dogwood_Ca<br />

The <strong>Arrowhead</strong> Ranger District has hiking trails ranging<br />

of Commerce and at the <strong>Arrowhead</strong> Ranger Station on<br />
Highway 18 near Skyforest.<br />
