Welcome to Lake Arrowhead
best place I’ve ever lived.” That’s how many
Lake Arrowhead residents describe their com-
“The
munity. First-time visitors get the sense of what
they mean as they are welcomed to Lake Arrowhead Village
to enjoy a concert in the summer or experience snow for
the first time in the winter.
Whether you are visiting Lake Arrowhead for the first time,
you are a weekender or live here full time, there are always
new things to discover about this community a mile in the sky.
The lake itself covers 784 acres with over 14 miles of shoreline,
has an average depth of 100 feet and is located at 5,106
feet above sea level.
The manmade lake was built to provide water to the citrus
groves in the Redlands and Riverside areas. Visitors often
ask about the blue tower that rises 195 feet above the lake.
It was originally designed to convey water “down the hill” to
San Bernardino and Riverside counties.
Today Lake Arrowhead provides drinking water to the
communities served by the Lake Arrowhead Community Services
District (see page 20). The lake is owned by the Arrowhead
Lake Association (page 8), whose members may use
the lake for fishing, swimming and boating. ALA also owns
two beach clubs on the lake and the reserve strip around the
lake that provides a trail on which members can walk.
The first settlers of Lake Arrowhead—known then as Little
Bear Lake—were loggers. That’s no surprise as the community
is surrounded by the San Bernardino National Forest.
Other early visitors came to make dozens of movies in the
mountains.
Today visitors can enjoy movies made by up and coming
filmmakers at the annual Lake Arrowhead Film
Festival and they can take in some live theater put on
by the Lake Arrowhead Repertory Theatre Company.
A number of athletes have discovered Lake Arrowhead is
a good place to train because of the altitude and the crisp,
clean air. Michelle Kwan trained here in the past at the Ice
Castle International Training Center.
The pace in the mountain communities is less frenzied than
that in bigger cities. Residents, both full- and part-time, forge
strong friendships and enjoy visiting while shopping in the lo-
Lake Arrowhead Almanac • 2012
cal stores and picking up their mail at one of the local post
offices. All mail is delivered to post office boxes, making mail
call a social event.
Groceries are available at Stater Bros. in Lake Arrowhead
Village or at Jensen’s Finest Foods in
Blue Jay. Gas stations are located on Highway 18
in Rimforest and in Blue Jay Village. Banking can be done
in both Lake Arrowhead Village and Blue Jay Village, our two
“downtowns.”
If you enjoy music, hiking, theater, dance, fine dining or
just love to browse in shops, you’ll find it all here in Lake
Arrowhead. This Almanac will provide you with an initial
introduction to this gem of a community.

Lake Arrowhead is privately owned by the Arrowhead
Lake Association (ALA) for the recreational use and
enjoyment of all its members, their families and their
guests. ALA owns and operates the lake, Burnt Mill and Tavern
Bay Beach Clubs, Marina Peninsula Park and Grass
Valley Lake. ALA also owns and maintains property around
the lake and maintains numerous accesses that allow property
owners access to the lake at specified areas.
The mission of the Arrowhead Lake Association is "to protect,
operate and improve Lake Arrowhead and ALA properties,
and to provide reasonable and safe recreational facilities
in a fiscally responsible manner, with appropriate
planning for the future." The members of the association elect
seven directors, who are charged with this mission.
All properties located within the boundary of Arrowhead
Woods (except Lakewood A & B) have lake rights, giving the
owners the right to use the lake for recreational purposes:
fishing, swimming, boating and using the reserve strip and
reserve strip addition for foot travel where designated. An
access map is available at the ALA office. Only property owners
who choose to be members of the association have access
to association-provided improvements.
GENERAL MEMBERSHIP
General membership fees help pay for routine maintenance
programs (weed removal, silt removal,
erosion control, trash removal), maintaining the
shoreline and more than 60 accesses and trails, stocking the
lake with fish, and the Fourth of July fireworks display.
The cost of a general membership is $60. Membership
cards are in effect from April 1 through March 31.
Beach club memberships give members access to both
Burnt Mill Beach Club and Tavern Bay Beach Club. A beach
club membership is $200.
PUTTING A BOAT ON THE LAKE
The current registration fee is $200 per boat with a
dock and $300 per boat without a dock. The minimum
length of a boat with a motor is 12 feet; the maximum
length is 26 feet. All boats under 12 feet with no motor,
which must stay within 100 of the shoreline, must
also be registered with the ALA. The fee for a small boatno
motor is $25.
To put a boat on Lake Arrowhead you must: own a property
within Arrowhead Woods; be a member of the ALA; own
the boat; carry $500,000 combined single limit liability and
ALA must be named as "additional insured"; provide proper
mooring, or day launch; and obtain a boat operator's license.
A detailed boat registration requirement list is available
at the ALA office.
Windsurfing and jet skiing are not allowed on the lake.
Mountains Community Hospital (MCH) is a full-service
hospital with 17 medical/surgical beds and
20 extended care and recovery beds. Physicians
staff the MCH emergency department 24 hours a day.
Inpatient services include acute and extended care, post-acute
care rehabilitation and respite care. In addition to emergency services,
outpatient diagnostic services include pulmonary function,
laboratory, cardiac stress testing and radiology (X-ray, CT, ultrasound,
bone density and mammography). Outpatient rehabilitation
services include physical therapy, occupational therapy and
speech therapy as well a primary care Medi-Cal Rural Clinic.
MCH is Medicare and Medi-Cal certified and licensed by
the State of California. MCH is one of the few small rural hospitals
accredited by the Joint Commission on Accreditation of
Healthcare Organizations. MCH is proud of the quality of
medical care it provides to the community and visitors.
Mountains Community Hospital accepts Medicare, Medi-Cal,
Aetna, IEHP, Blue Cross, Blue Shield, United Healthcare/Pacifi-
Care, CCN, as well as indemnity insurance and workers’ compensation
insurance. In addition the hospital also accepts a number
of HMO and Senior Advantage contracts through cooperation
with the local physicians and the Regal Medical Group.
Physicians contract independently with insurance companies
and, therefore, may not have the same insurance
contracts as the hospital. Because of the many
healthcare insurance options that exist, patients are encouraged
to contact the physician’s office directly to confirm if the
physician is a participating provider in a particular insurance
plan. Although physicians are not MCH employees, the hospital
is proud they chose MCH as a place to practice.
The MCH Auxiliary has been providing volunteers to support
the hospital since 1957. On an annual basis this amounts
to over 11,000 hours.
The Mountains Community Hospital Foundation was incorporated
in 1991 and since that time has raised over $3 million to
support the hospital. The nonprofit 501(c)(3) corporation’s board
is made up of approximately 30 members of the community.
Formed in 1923, the Arrowhead Woods Architectural
Committee (AWAC) has as its mission preserving
the character of the Arrowhead Woods, the residential
area surrounding Lake Arrowhead.
Property owners are required to obtain AWAC approval
prior to making any exterior modifications, including but not
limited to tree trimming and removal, new construction, remodels,
additions, fencing, painting, roofing, retaining walls
and any other exterior modification.
EXTERIOR MODIFICATIONS
All exterior modifications require prior AWAC approval.
Applications, guidelines and fee schedules
are available online at www.awac.biz. Please
do not rely on your contractor to obtain approval—the homeowner
is ultimately responsible. Fines and re-inspection fees
may be incurred for failure to obtain prior AWAC approval.
TREE TRIMMING AND REMOVAL
In Arrowhead Woods, as in other forested areas, fuel
load—the vegetation available to feed a wildfire—is a
threat year round. Homeowners can lessen their risk
and improve the chances for their residences to survive a wildfire
by creating “defensible space” around their residences.
Although AWAC promotes fuel reduction, all tree trimming
and removal must first be approved by AWAC. Applications
for tree trimming and/or removal can be found online
at www.awac.biz. All applications must be accompanied by
an application fee. Upon receipt of the completed application
and fee, an inspector will review your request on site and
you will be notified in writing of the decision.
Tree work done without an approved permit will result
in damage assessment against the property owner.
AWAC finds trimming solely to improve a view especially
offensive.
he ACFSC is a recognized
501(c)(3) nonprofit corporation
and operates largely with fed-
eral grant monies, which come from the U.S. Forest Service
(U.S. Dept. of Agriculture) and the Bureau of Land Management
and are awarded and monitored by the California Fire Safe
Council. As a nonprofit organization the ACFSC can accept
donations from the public, which are tax deductible and
much appreciated.
According to its charter, the council serves the communities
of Rimforest, Strawberry Flats, Twin Peaks, Agua Fria, Blue Jay,
Lake Arrowhead, Deer Lodge Park, Cedar Glen, Arrowhead Villas,
Skyforest and Crest Park. This area includes approximately
110 square miles of critical wildland-urban interface within the
San Bernardino National Forest.
The ACFSC works closely with the U.S. Forest Service, Cal-
Fire and County Fire, is a participating member of the Mountain
Area Safety Task Force and Mountain Mutual Aid, and supports
and promotes the healthy forest initiative Forest Care.
Through its area risk mitigation (ARM) concept, the ACFSC,
working with County Fire, helped protect Deer Lodge Park during
the Grass Valley Fire. A similar effort has been implemented
in Arrowhead Villas.
The ACFSC is also involved in fuels reduction on access roads
to make them accessible to emergency vehicles. In this cooperative
effort with the Arrowhead Woods Architectural Committee,
vegetation encroaching access roads is reduced within six to
eight feet on either side of the access road.
The council holds bi-monthly public meetings at Fire Station
91, in which the fire agencies and the ACFSC present important
issues about fire protection and work in progress. These meetings
take place on the second Thursday of even-numbered months
and start at 6:30 p.m.
Anonprofit 501(c)3 California corporation, the Mountain
Rim Fire Safe Council’s bylaws state its purpose
is “to provide education, exchange information
and foster fire prevention and safety within the San
Bernardino Mountain communities.” With our office located
in Arrowbear Lake, we strive to achieve our mission of serving
all mountaintop communities from Crestline to Green Valley
Lake.
As the original fire safe council in the Inland Empire, the
MRFSC maintains cooperative relationships with the Mountain
Area Task Force (which includes the U.S. Forest Service,
Cal Fire, San Bernardino County Fire, local fire departments,
Edison, Caltrans), Forest Care, the Burn Institute, and 14 other
councils the MRFSC helped establish throughout the San
Bernardino Mountains and the Inland Empire.
When people live in a high fire hazard environment, the
human-built environment becomes an important factor in predicting
the loss of life and property. Simple things such as creating
defensible space (clearing weeds and debris) and replacing
shake roofs can make a significant difference in how
one’s property will survive a wildfire.
MRFSC is there to answer your questions on defensible
In 2006 a unique effort was created to make the local
forest healthier and reduce the fire risk posed by the
heavy stands of trees in residential areas. With federal
and state dollars, the San Bernardino National Forest
Association, the U.S. Forest Service and Cal Fire banded
together to offer landowners an economical way to thin
their trees.
After a professional forester surveys a homeowner’s property
and makes recommendations for needed thinning work,
the homeowners hire licensed contractors to do the suggested
work. The homeowner receives back up to 75 percent of
the cost of having the trees removed.
Since its inception, the Forest Care program has helped
treat more than 2,700 parcels in the mountain communities.
The foresters have made many more educational visits
in which they advise the property owners on steps they can
take to make their homes more fire safe.

ABC President
Building industry professionals make
up the membership of the San
Bernardino Mountains’ Association
of Building Contractors (ABC). The members
are dedicated to providing outstanding
craftsmanship to mountain community
residents.
ABC members subscribe to a code of
ethics. They pledge to uphold the highest
standards of honesty, integrity and responsibility
in their business dealings.
ABC is a California nonprofit corporation. Its
purpose is to promote goodwill and cooperation between its members,
governmental agencies and the community. A board of directors whose
members span the building trades governs ABC. The directors have many
years of professional experience between them.
Association members cover a wide range of trade specialties.
ABC’s website has a contractor finder that mountain residents and
visitors can use to locate quickly a building industry professional to
meet their needs. Builders can also be found on ABC’s website by
browsing through the entire list of available contractors.
ABC members are committed to protecting the investment of
each homeowner or business by delivering the highest quality
Lake Arrowhead Almanac • 2012
work and insuring clients against unforeseen problems.
Unlicensed contractors cannot legally perform jobs costing
more than $500. ABC recommends homeowners
and businesses contact the California Contractors State
License Board at www.cslb.ca.gov to verify a contractor’s license.
ABC engages in a wide variety of activities. They include lobbying
contractors’ views to county, state and federal governments and
the San Bernardino County Department of Building and Safety.
ABC also reports changes in county codes and regulations to its membership
via its monthly newsletter and website.
ABC promotes the use of licensed contractors, especially its
members, through its annual directory, newsletter, website and
print advertising. It also supports the California Contractors State
License Board in its efforts to prosecute unlicensed contractors.
The organization also encourages cooperation between members
of the association with informative monthly dinner meetings
and other social functions, as is its strong support for community
organizations like Rebuilding Together, which stages its annual
Christmas In April Rebuilding Day on the last Saturday of
April each year.
Because of ABC members' generous commitments of talent, skill
and professionalism, Rebuilding Together can continue providing
warmer, safer and more independent living conditions for deserving
elderly and disabled homeowners in our mountain communities.
For the past 16 years, ABC and the Lake Arrowhead Communities
Chamber of Commerce have staged the Mountain Home
Improvement EXPO featuring remodeling, repair and rebuilding
exhibits. The summer event is held at Lake Arrowhead Village.
The Lake Arrowhead Community Services District
(LACSD) provides water and wastewater services to
approximately 8,000 water customers and 11,000
wastewater customers in the Lake Arrowhead community. Initially,
in the 1920s and 1930s, the area was mainly a resort
with summer cottages. However, over the years, Lake Arrowhead
has become an area of permanent, semi-permanent
and seasonal homes.
LACSD is a self-governed special district responsible for
water supply to Lake Arrowhead, and wastewater services to
Lake Arrowhead, Arrowhead Villas, Cedar Glen, Blue Jay,
Twin Peaks, Deer Lodge Park, Rimforest and Skyforest. Most
of these areas lie within the Arrowhead Lake and Grass Valley
watersheds.
The district operates two water treatment plants, 19 water
pumping stations, two wastewater treatment plants, 21
wastewater pumping stations, 18 reservoir tanks and several
hundred miles of pipelines.
The community ranges in elevation from 4,500 feet to
more than 6,000 feet and encompasses approximately 15
square miles. There are numerous streams within the district’s
service area; most of these streams flow northerly and are
part of the Mojave River drainage basin. Lake Arrowhead,
which is owned and operated by the Arrowhead Lake Association
(ALA), serves the area as both a source of recreation
and as the main drinking water supply.
As of 2008, LACSD is allowed only 1,566 acre feet of
lake water per calendar year, about half of the traditional demand
in our community. The district has implemented strict
water use efficiency policies, which are available for review
on the website or at the district office.
HOW TO PAY YOUR LACSD BILL
Payments can be mailed to LACSD in the envelope provided
with the bill or customers call the district office
and pay by Visa or Mastercard over the telephone.
Customers can also pay their bills online through the official
online payment website at www.lakearrowheadcsd.com
or apply for an automatic deduction from their bank account
Rim of the World
Unified School District
The Rim of the World Unified School District consists
of seven school campuses from Lake Gregory to Running
Springs. Over the years six of the schools have
been granted California Distinguished School status and one
was chosen as a California Model School.
The Rim School District is the mountain’s largest employer
and although budget cuts take a huge bite out of the district’s
budget, they still turn out hundreds of graduates each
year who are ready to take on the world through pursuing
their college education, joining the workforce or joining the
armed forces. In the past several years several graduating
students have been accepted to our nation’s military academies
and those graduates credit their families and their caring,
excellent teachers and counselors.
In many ways, the Rim of the World Unified School District
truly is “Above the Rest.”
Protect
Your Pets
Living on the mountain sometimes requires thinking about
things you’d never consider when living down the hill.
It’s important to remember we cohabitate with wildlife and
are in their backyard, which sometimes is our own as well. You’ve
got to know what measures to take in order to keep your pets safe.
Coyotes are natural predators and serve a purpose in their
environment. Though there can be problems when humans and
coyotes live in the same space, the number of issues can be greatly
reduced by taking preventative measures to protect a pet and
make the area around the home unattractive to coyotes.
Pets make ideal meals for coyotes, and as coyotes have
adapted to residential areas, they have become less fearful
of humans and unafraid to attack small animals if given the
opportunity. The best way a pet owner can protect a pet is by
keeping the pet inside when unable to supervise the animal.
This is especially crucial for small pets, such as cats and small
dogs, which can make easier targets for coyotes. Large dogs
must be monitored too because they can be injured during
a fight with a roaming coyote.
All animals should be brought in for the night or kept in
a protective kennel after dark. Because pets should remain inside,
their food and water should come inside with them. Coyotes
will eat pet food, and leaving it out only serves to attract
wildlife to the home.
When walking your dog, it’s a good idea to bring
a walking stick or something that will make a
lot of noise. Keep your pet on a short leash and,
if it’s off the leash, make sure it stays close so you have time
to react if a coyote approaches.
If a coyote approaches, make a lot of noise to scare it
away, and make eye contact, yell, throw pebbles or pine cones
in the general direction of the coyote, but don’t hurt it. Trying
to look big and intimidating also helps.
Remember, this is the animals’ natural habitat, and in order
to share the environment, it’s important to keep safety in
mind—the safety of your pet and that of the wildlife that makes
living on the mountain so unique and enjoyable.
