General Information<br />

Education amendments of 1998. Recalculation is based on the<br />

percent of earned aid using the following formula:<br />

# days completed up to the withdrawal date<br />

% earned = ----------------------------------------------------------------------------------<br />

( total # of calendar days in term )<br />

Federal aid is returned to the federal government based on the<br />

percent of “unearned aid” using the following formula:<br />

amount of aid disbursed<br />

(100% – % earned) x<br />

(toward institutional charges)<br />

The responsibility of returning unearned aid is allocated between<br />

<strong>John</strong> F. <strong>Kennedy</strong> <strong>University</strong> and the student according to the<br />

portion of disbursed aid that could have been disbursed to cover<br />

the <strong>University</strong> charges and the portion that could have been<br />

disbursed directly to the student once the JFK <strong>University</strong> charges<br />

were covered. JFK <strong>University</strong> will distribute the “unearned aid”<br />

back to the title iv programs as specified by law. The student will<br />

be billed for the amount owed to the title iv programs and any<br />

amount due the <strong>University</strong> resulting from the return of title iv<br />

funds used to cover <strong>University</strong> charges.<br />

Withdrawal/Leave of Absence<br />

all undergraduate, graduate, and law students who fully withdraw<br />

from JFKU during a quarter/semester must do so according the<br />

schedule and instructions published by the registrar’s office.<br />

Reauthorization of the higher Education amendments, signed<br />

into law on october 7, 1998, resulted in a change in the federal<br />

regulations governing the refund or return of federal (title<br />

iv) funds. When a student withdraws from the <strong>University</strong>, the<br />

withdrawal date used in determining the federal refund policy is<br />

the date:<br />

• The student files the Add/Drop Form with the registrar’s<br />

office;<br />

• The student officially notifies in writing or by phone to the<br />

registrar’s office the student’s intent to withdraw; or<br />

• The <strong>University</strong> determines most accurately reflects the last<br />

date of attendance at an academically related activity of the<br />

student.<br />

if the student leaves without beginning JFKU’s official withdrawal<br />

process or otherwise providing official notification of his or her<br />

intent to withdraw, the withdrawal date will be the 50 percent<br />

point of the term. in this instance, JFKU could determine an earlier<br />

withdrawal date if the circumstances beyond the student’s control<br />

(e.g., illness) have prevented him or her from beginning the official<br />

withdrawal process. The <strong>University</strong> could also determine the last<br />

date of an academically-related activity of the student.<br />

The date used to determine the return of federal funds may be<br />

different from the date used by the <strong>University</strong> to determine<br />

institutional refunds.<br />

The Financial aid office at JFKU does not recognize leaves of<br />

absence for financial aid purposes.<br />

Veterans’ Benefits<br />

<strong>John</strong> F. <strong>Kennedy</strong> <strong>University</strong> degree programs are approved by<br />

the California state approving agency for veteran’s Education<br />

(CsaavE). Certificate programs are not approved for va benefits.<br />

veterans who expect to receive va educational benefits must<br />

complete a notice to the veteran’s Benefits administrator at the<br />

time of registration. Contact the veteran’s Benefits administrator<br />

in the registrar’s office for current information.<br />

Monthly benefits are based on the number of units taken each<br />

quarter, the scheduled meeting dates of each course taken, and<br />

the number of the veterans’ dependents. The minimum number of<br />

units for each classification is listed in the following table:<br />

information on monthly benefits for the above attendance rates, for<br />

course attendance while on active duty, or for less than half-time<br />

attendance may be obtained by calling (800) 827-1000. Disabled<br />

veterans are advised to contact the vocational Rehabilitation and<br />

Counseling Division located at 1301 Clay street, oakland Ca<br />

94612-5209. Children of veterans qualify for benefits only if the<br />

veteran has a 100 percent service-related disability.<br />

all applicants and recipients of veterans’ benefits must maintain<br />

a cumulative grade-point average (GPa) of 2.0 (C) if an<br />

undergraduate, 3.0 (B) if a graduate student or 70 if a law student.<br />

linked students must maintain a cumulative GPa of 2.0 (C) in<br />

all undergraduate courses and a cumulative GPa of 3.0 (B) in all<br />

graduate courses during the period of articulation.<br />

students who fail to meet the minimum satisfactory GPa<br />

requirements will be placed on academic probation and notified. if<br />

a student remains on academic probation beyond two quarters or<br />

semesters, the <strong>University</strong> will report a termination of benefits to the<br />

Department of veterans’ affairs. The <strong>University</strong> may not continue<br />

to certify the enrollment of a veteran or eligible person whose<br />

academic progress remains below graduation requirements.<br />

The <strong>University</strong> must report the assignment of non-punitive grades<br />

(e.g., incompletes) to the Department of veterans’ affairs within 30<br />

days from the date the grades are assigned. The student is required<br />

to submit corroborative evidence to substantiate the student’s<br />

claim of mitigating circumstances. This is necessary to ensure<br />

compliance with statutory restrictions on benefit payments. if, at<br />

the end of one year from the date the incomplete was assigned, the<br />

student’s records still reflect a non-punitive grade for the course,<br />

the Department of veterans’ affairs will inform the student that the<br />

benefit payments for the course must be retroactively terminated.<br />
