OFFICIAL PROCEEDINGS<br />

The Board of School Trustees of the Fort Wayne Community Schools met in regular session in<br />

the Lester L. Grile Administrative Center on Monday, June 25, 2012 at 6:00 p.m. President Mark<br />

GiaQuinta called the meeting to order with the Pledge of Allegiance and the following members in<br />

attendance:<br />

Dr. Wendy Robinson, superintendent, presented the following information and recommendations<br />

concerning awards and recognitions:<br />

RECOMMENDATION: It is recommended that the Board recognize the Indiana Association of<br />

School Business Officials School Support Professional of the Year.<br />

RELATED INFORMATION: Director of Purchasing Rod Rathge has been selected as the Indiana<br />

Association of School Business Officials (IASBO) “School Support Professional of the Year” for<br />

IASBO Region 3. Rod was honored at the IASBO Annual Meeting on May 10. Dennis Costerison,<br />

IASBO Executive Director, said, “Indiana IASBO is very proud of Rod and his efforts over the years on<br />

behalf of FWCS and IASBO.”<br />

The following individuals were recognized:<br />

Kathy Friend, Chief Financial Officer<br />

Board President Mark GiaQuinta requested that the vouchers be removed from the consent agenda.<br />

Dr. Robinson presented the following consent agenda items with recommendations for<br />

approval: Minutes from the regular Board meeting of June 11, 2012; Personnel Report and Addendum;<br />

Temporary Inter-fund Loan and Stewart B. McKinney – Vento Homeless Assistance Grant.<br />

The minutes from the regular meeting of June 11, 2012, were distributed to Board members with a<br />

recommendation for approval.<br />

RECOMMENDATION: It is recommended that the Board approve all inter-fund loans necessary to<br />

eliminate deficits in certain funds of the corporation as of June 30, 2012.<br />

RELATED INFORMATION: Cash deficits in funds of the corporation are not allowed at the end of a<br />

fiscal year. Deficits in property tax supported funds could occur if the distribution of property taxes<br />

from Allen County is short of expectations. Normal timing differences between revenue and<br />

expenditures in the General Fund could cause a temporary deficit. State statute allows temporary<br />

transfers between funds if certain requirements are met. The treasurer will make all necessary transfers<br />

and report the loans to the Board.<br />

RECOMMENDATION: It is recommended that the Board approve the application for and acceptance<br />

of a grant for $45,000 through the Indiana Department of Education McKinney-Vento Act. These<br />

funds will be used to support the Fort Wayne Community Schools Homeless Assistance Program.<br />

RELATED INFORMATION: Federal funding through the McKinney–Vento Act is one component<br />

of a program which would enable Fort Wayne to provide assistance for students residing in shelters to<br />

continue their education. During the 2011-2012 school year, approximately 310 students were assisted<br />

through the program from 10 shelters and several hotels/motels in the community.<br />

The funds are distributed as grants by the Indiana Department of Education for local education agencies<br />

to establish educational programs which promote the identification, enrollment, attendance, and success<br />

of homeless children and youth in school and preschool. The request of $45,000 will be used to provide<br />

support, remediation, instructional materials and supplies, and other related services to Fort Wayne<br />

Community Schools homeless children and their families.

This competitive grant was prepared by Y. Craig Martin, director of Student Services, and supports<br />

FWCS Goal 1: Achieve and Maintain Academic Excellence.<br />

A motion was made by John Peirce, seconded by Stephen Corona, that the following consent<br />

agenda items be approved: Minutes from the regular Board meeting of June 11, 2012; Personnel Report<br />

and Addendum; Temporary Inter-fund Loan and Stewart B. McKinney – Vento Homeless Assistance<br />

Grant. Roll Call: Ayes, unanimous; nays, none.<br />

Dr. Robinson presented the following recommendation concerning the vouchers:<br />

RECOMMENDATION: It is recommended that the Board approve the vouchers for the period<br />

ending June 25, 2012.<br />

RELATED INFORMATION: All vouchers paid by the Fort Wayne Community Schools appear on a<br />

voucher listing. The voucher listing for the first meeting of the month includes the payroll and fixed<br />

charges for the previous month.<br />

Detail of all invoices paid remains on file in the Business Office until audited by the State Board of<br />

Accounts. Following the audit, vouchers are placed in storage for not less than seven (7) years<br />

following payment<br />

A motion was made by Stephen Corona seconded by Becky Hill, that the recommendation<br />

iPads:<br />

Dr. Robinson presented the following recommendation concerning the Purchase of Apple<br />

RECOMMENDATION: It is recommended that the Board approve the purchase of 540 Apple iPads<br />

to be used in K-3 classrooms for the administration of DIBELS Next.<br />

RELATED INFORMATION: Currently K-3 teachers and interventionists utilize the ASUS eee PC<br />

netbook to administer the DIBELS Next assessment. The netbooks are considered single use devices<br />

and are used exclusively for the administration of DIBELS next. These netbooks are nearing end of life<br />

and the iPad has been selected as the replacement device due to its reliability, ease of use, and benefit as<br />

an instructional tool. The elementary area is currently working with curriculum to include iPads as an<br />

instructional tool for teachers and students in the 2012-2013 school year.<br />

This first phase of iPad deployment will allow teachers the ability to utilize the iPad as an assessment<br />

device and will better position the elementary area to expand the devices to additional grade levels and<br />

to provide devices for student use.<br />

Funding will come from the Common School Fund.<br />

Apple Inc. is the sole source provider for iPads. Indiana Law doesn’t require bidding for purchases<br />

made from sole source providers.<br />

A motion was made by John Peirce, seconded by Becky Hill, that the recommendation<br />

concerning the Purchase of Apple iPads be approved. Roll Call: Ayes, unanimous; nays, none.<br />

RECOMMENDATION: It is recommended that the Board approve the 2012-13 Pyramid for<br />

Success for Students.<br />

RELATED INFORMATION: The Fort Wayne Community Schools Code of Conduct and Student<br />

Handbook have been updated to provide valuable information that parents and students need to know.<br />

Our Code of Conduct and Student Handbook outlines the district’s expectations.<br />

The mission of the Fort Wayne Community Schools is to educate all students to high standards,<br />

enabling them to become productive, responsible citizens. For students to reach their potential, it is<br />

important to ensure a safe and secure learning environment for students and staff.<br />

A motion was made by John Peirce, seconded by Becky Hill, that the recommendation<br />

concerning the 2012-2013 Pyramid for Success for Students be approved. Roll Call: Ayes,<br />

unanimous; nays, none.<br />

Dr. Robinson presented the following recommendation concerning the Barrie Peterson<br />

Scholarship:<br />

RECOMMENDATION: It is recommended that the Board accept donations for a Barrie Peterson<br />

Scholarship Fund and approve a funding agreement with the Peterson Scholarship Advisory Committee.<br />

RELATED INFORMATION: Barrie Peterson was the boys’ track & field head coach at Northrop<br />

High School for 18 years off and on, starting in the school’s first year (1972) and retiring in 2007. He<br />

also served as the head cross country coach for 26 years. To show appreciation for his long-term<br />

commitment and dedication to the tradition of Bruin track and cross country, his former athletes are<br />

planning to raise funds to create an endowment to provide scholarships for male senior Northrop High<br />

School students who ran Varsity Track at Northrop and will continue their education at an accredited<br />

institution of higher learning.<br />

A motion was made by John Peirce, seconded by Stephen Corona, that the recommendation<br />

concerning the Barrie Peterson Scholarship be approved. Roll Call: Ayes, unanimous; nays, none.<br />

Board member Julie Hollingsworth expressed appreciation to the students who are raising funds for the<br />

Barrie Peterson Scholarship. She worked with Mr. Peterson and knows that he supported girls sports.<br />

She thought it would be nice if the scholarship could include female athletes also.<br />

Superintendent Wendy Robinson provided the Board with an update on academic accomplishments,<br />

district projects and plans for retaining students.<br />

Board members thanked retiring Elementary Area Administrator Dan Bickel for his commitment to<br />

education and gave him best wishes in future plans. The book The Giving Tree by Shel Silverstein is<br />

being donated to Washington School in honor of Mr. Bickel on behalf of the Fort Wayne Rotary Club.<br />

Board member John Peirce read a dedication inscription from the book.<br />

The next regular meeting of the Board is scheduled for Monday, July 23, 2012 at 6:00 p.m. in<br />

the Lester L. Grile Administrative Center.<br />

Documents to be signed by members of the Board were the Regular Board Meeting Minutes<br />

from June 11, 2012, Payroll Certification and Voucher List.<br />

There being no further business, upon a motion by Stephen Corona, seconded by Becky Hill,<br />

the meeting was adjourned and dismissed at 7:33 p.m.
