appropriation four-digit subhead numbering system identifies the following<br />

data elements:<br />

First two digits - Administering Office<br />

Third digit - Budget activity<br />

074143 ADMINISTRATION<br />

1. APPORTIONMENT.<br />

Based on guidance provided by the Comptroller, the Fiscal Director of the<br />

Marine Corps prepares an apportionment request.<br />

2. EXECUTION.<br />

Upon receipt of authority, funds are allocated to the Marine Corps by the<br />

Comptroller. The allocation is based on the requested distribution<br />

prepared by the Fiscal Director of the Marine Corps in the schedule of<br />

Program/Fund Allocations (NAVCOMPT Form 2058). The appropriation<br />

is controlled by quarters and by activities. Changes in quarterly or activity<br />

totals can be made only if a request is submitted within specific time<br />

limitations and if the amounts are within available funds. The Fiscal<br />

Director of the Marine Corps issues an allocation of the apportioned<br />

amounts, by activity, to appropriate project sponsors. The Fiscal Director<br />

retains responsibility for (and administers as an open allotment) the<br />

allocations for all budget activities. Accordingly, the Fiscal Director<br />

approves budget activity allocation schedules for PCS travel and passes<br />

the responsibility, by name, by inclusion of the following statement in the<br />

schedule: "this document constitutes a transfer of legal responsibility for<br />

funds under 31 U.S.C. 1517." The Fiscal Director retains responsibility<br />

for Pay and Allowances for Subsistence and Other Military Personnel<br />

Costs even though the Deputy Chief of Staff for Manpower has been<br />

designated appropriation sponsor.<br />
