5. survivor's benefits;<br />

6. education benefits;<br />

7. adoption expenses;<br />

8. special compensation;<br />

9. partial dislocation allowance.<br />

074102 BUDGET ACTIVITY SUBHEADS<br />

The first subdivision under the budget activity is the subhead, which divides<br />

each budget activity into definable and related programs or groups of<br />

programs for ease of administration. The Military Personnel, Navy<br />

appropriation four-digit subhead numbering system identifies the following<br />

data elements:<br />

First two digits - Authorized accounting activity<br />

Third digit - Budget activity<br />

Fourth digit - Budget subactivity<br />

074103 ADMINISTRATION<br />

1. APPORTIONMENT.<br />

Based on a dollar planning figure at the appropriation level and approved<br />

strength figures, an apportionment request is prepared by the Chief of<br />

Naval Operations (CNO), as the responsible office for the appropriation.<br />

The dollar planning figure at the appropriation level will accommodate<br />

any program and pricing changes that have occurred since submission of<br />
