BUDGET <strong>POLICY</strong> FOR CONSTRUCTION<br />

075530 GENERAL<br />

MWR facilities should be constructed using a single source of funds, either<br />

nonappropriated funds (NAF) or appropriated funds (APF), following<br />

guidance provided in the Conference Report on the DoD Military<br />

Construction Authorization Bill for Fiscal Year 1980 (Public Law 96-125).<br />

This policy also applies to the funding of minor and major construction<br />

following guidance contained in the National Defense Authorization Act for<br />

Fiscal Year 1987, Report of the Committee on Armed Services, U.S. House of<br />

Representatives (Report 99-718). It is recognized that from time to time<br />

unique situations or exigencies that need immediate or more specific attention<br />

may require deviation or exception to the basic funding policy. Requests for<br />

deviations or exceptions should be forwarded via the chain of command to the<br />

Office of the Assistant Secretary of the Navy (Financial Management and<br />

Comptroller) (OASN (FM&C)) and the Assistant Secretary of the Navy<br />

(Research, Development, and Acquisition) (ASN(RDA)).<br />

075531 USE OF APPROPRIATED FUNDS<br />

1. GENERAL.<br />

Appropriated funds (APF) may be used for all MWR construction related<br />

to the establishment, activation, or expansion of a military installation or<br />

relocation of facilities for convenience of the government; to correct life<br />

safety deficiencies; to maintain structural integrity; and, with prior<br />

approval of the Office of the Assistant Secretary of the Navy (Financial<br />

Management and Comptroller) (OASN (FM&C)), for replacement of<br />

facilities denied by country-to-country agreements and for restoration of<br />

facilities destroyed by acts of God, fire, or terrorism. In the case of<br />

installation "expansion," a major increase in authorized and assigned<br />

personnel strength over a short period of time is necessary before<br />

appropriated fund construction can be programmed. Such expansion must<br />

be the result of a mission change or influx of new units or systems.<br />

Personnel increases resulting from an evolutionary expansion occurring<br />

over several years do not satisfy these criteria. APF construction is bound<br />

by the policies covered in discussions of military construction elsewhere<br />

in this Manual.<br />
