3. OPERATIONS OF CATEGORY C (BUSINESS) ACTIVITIES.<br />

Category C activities are generally financed by nonappropriated funds.<br />

Appropriated funds may be used only in the following specific instances:<br />

a. transoceanic and inland transportation of U.S. and foreign goods<br />

purchased with APF;<br />

b. transoceanic movement of NAF purchased goods to and from<br />

CONUS sea and aerial ports of debarkation to first destination<br />

overseas, including Alaska and Hawaii, and to the first foreign<br />

destination (including Guam) for goods stocked and redistributed or<br />

procured from Alaska and Hawaii;<br />

c. transportation of NAF purchased goods in foreign areas where<br />

commercial transportation is not available, and in combat zones;<br />

d. movement of NAF purchased U.S. goods between DoD<br />

installations because of base closures or to safeguard goods under<br />

emergency conditions, e.g., threat of hostile force or natural disaster;<br />

e. transportation of NAF purchased goods if authorized for APF<br />

purchase;<br />

f. utilities, including fuel, for activities located overseas including<br />

Alaska and Hawaii;<br />

g. electronic communications in support of command management<br />

functions, statistical data gathering, communications with other DoD<br />

and government agencies, overseas including Alaska and Hawaii;<br />

h. postal services involving official communications within and<br />

between government agencies, persons and private commercial<br />

agencies not related to the sale of goods and services;<br />

i. equipment maintenance for NAF purchased equipment, if<br />

authorized for purchase with APF where title transfers to the<br />

government;<br />

j. printing and reproduction not related to the sale of merchandise or<br />

services or the internal operation of NAFIs;<br />

k. routine grounds maintenance (excluding golf courses);<br />

l. acquisition of surplus/excess government equipment;<br />

m. rents and leases overseas;<br />

n. architect/engineer services in support of APF construction and in<br />

support of NAF construction, provided that no additional personnel<br />

authorizations are required;<br />
