and Operation and Maintenance, Navy Reserve (O&MNR)<br />

appropriations, the staff of the Fiscal Management Division (N82),<br />

acting on behalf of the Chief of Naval Operations (CNO), issues<br />

operating budgets for the O&MN and O&MNR accounts to the<br />

organizational components designated as major claimants. Operating<br />

budgets reflect the same categories of obligational authority and<br />

constraints as were transmitted from the Comptroller, as well as<br />

additional clarifying information of interest to the particular claimant.<br />

The Claimants Operating Activity for the Navy, under the command of<br />

the Chief of Naval Personnel, acts in a staff capacity for CNO in the<br />

management of the target amounts for military personnel expenses.<br />

d. Commandant of the Marine Corps.<br />

After receiving the allocations from the Director, Office of Budget<br />

(FMB) for the Operation and Maintenance, Marine Corps and the<br />

Operation and Maintenance, Marine Corps Reserve appropriations, the<br />

Commandant of the Marine Corps issues operating budgets to<br />

responsibility centers. These operating budgets reflect the obligational<br />

authority and constraints imposed by the Comptroller and<br />

Headquarters, U.S. Marine Corps. Designated Marine Corps<br />

responsibility centers are authorized to issue suboperating budgets.<br />

The Central Operating Activity of the Marine Corps acts in a staff<br />

capacity for the management of the target amounts for military<br />

personnel expenses of the Active Forces.<br />

e. Chief of Naval Research.<br />

The Chief of Naval Research (CNR), acting as staff for ASN(RD&A),<br />

receives the allocation for RDT&E,N from the Director, Office of<br />

Budget (FMB). As responsible office for the appropriation, and in<br />

accordance with the direction of ASN(RD&A) and his principal<br />

assistants, CNR suballocates the amounts approved for obligation to<br />

the sponsoring commands at the headquarters level, specifying the<br />

same categories of obligational authority and constraints as were<br />

transmitted from the Comptroller and providing additional detailed<br />

information, as necessary. The sponsoring commands, in turn, issue<br />

operating budgets to activities based on approved funding by program<br />

year, program element, project, and task.<br />

f. Major Claimants<br />

(1) General.<br />

The operating budget received by a major claimant is available for<br />

issuance as prescribed in subpars. (2), (3), and (4).<br />

(2) Subclaimant Operating Budget.<br />

The subclaimant operating budget is a subdivision of major<br />
