(4) Costs Chargeable to Commissioning Funds.<br />

The following commissioning costs are properly funded by the<br />

SCN appropriation:<br />

(a) costs of a first commissioning ceremony for music, local<br />

transportation, flowers, decorations, printed invitations, and<br />

programs, and the cost of work and services necessary to<br />

commission the ship, such as assembly and disassembly of the<br />

speakers' platform, seating arrangements, the public address<br />

system, and related items, but these expenses will be kept to a<br />

minimum;<br />

(b) miscellaneous type charges incurred incident to<br />

commissioning, such as cost of gasoline and oil for vehicles,<br />

tunnel and bridge tolls, and telephone services;<br />

(c) invitational travel orders issued as authorized in Joint<br />

Travel Regulations, Volume 2, to fund the travel expenses of<br />

the speaker, sponsor, or anyone else who performs an official<br />

function in connection with a commissioning.<br />

(5) Costs Not Chargeable to Commissioning Funds.<br />

The same items listed in subpar. d (3) as not being chargeable to<br />

precommissioning funds or funded by the SCN appropriation.<br />

e. Recommissioning.<br />

Costs of recommissioning ceremonies are borne by the activity<br />

responsible for the reactivation and funded by the appropriation made<br />

available for the reactivation work. Allowable costs and guidelines are<br />

the same as those outlined in subpar. d for the first commissionings, in<br />

accordance with guidelines contained in SECNAVINST 5720.44A.<br />

f. Decommissioning.<br />

Costs of decommissioning ceremonies are borne by the fleet<br />

commanders and are funded by the same funds made available for the<br />

operation and maintenance of the ship involved. Allowable costs are<br />

the same as those outlined in subpar. d for the commissioning costs.<br />

Decommissioning ceremonies are usually modest, but may be<br />

significant for ships with noteworthy combat records or special<br />

significance in accordance with guidelines contained in<br />

SECNAVINST 5720.44A.<br />

6. RESEARCH AND DEVELOPMENT SHIPS.<br />

For ships assigned to Program VI (Research and Development) of the<br />

Future Years Defense Program the cost of reactivation, SLEP, conversion<br />

and overhaul/modernization will be budgeted in the Research,<br />

Financial Management Policy<br />
