The Other Procurement, Navy (OPN) appropriation will budget for all new<br />

replacement boats other than those being provided as part of SCN projects.<br />

075368 FLEET MOORINGS<br />

1. BUDGET <strong>POLICY</strong><br />

a. General.<br />

The Naval Facilities Engineering Command (NAVFAC) is responsible<br />

for budgeting and funding for Navy-wide procurement, installation,<br />

maintenance, and repair of fleet moorings.<br />

b. Exception.<br />

The general policy in subpar. a is not applicable to those moorings<br />

which are a part of the North Atlantic Treaty Organization (NATO)<br />

infrastructure.<br />

2. APPROPRIATION RESPONSIBILITY.<br />

NAVFAC will budget and fund the costs associated with fleet moorings as<br />

follows:<br />

1. procurement and installation<br />

from Budget Activity 5 "Civil Engineering Support Equipment" of the<br />

appropriation Other Procurement, Navy;<br />

2. maintenance and repair<br />

from resources made available to NAVFAC within the Operation and<br />

Maintenance, Navy account.<br />

3. NATO COMMON INFRASTRUCTURE MOORINGS.<br />

In accordance with responsibilities set forth in par. 075242, the<br />

Commander, U.S. Atlantic Fleet and the Commander, U.S. Naval Forces,<br />

Europe will budget and fund the United States' share of the operation and<br />

maintenance costs of NATO common infrastructure moorings.<br />
