however, acquisition team factory testing of the prototype should<br />

be completed by the time the follow-on procurement budget<br />

requests is submitted to the Congress. All follow-on training<br />

devices for surface and subsurface related training of active naval<br />

forces and all air-related follow-on training devices are the<br />

financial responsibility of the systems commands/project<br />

managers. The Chief of Naval Reserve is responsible for funding<br />

follow-on devices for surface and subsurface related training of<br />

Naval Reserve forces. Follow-on devices peculiar to requirements<br />

of the Marine Corps are budgeted by the Commandant of the<br />

Marine Corps. In cases when the Chief of Naval Operations has<br />

approved equipment that meets the definition of a training device<br />

for use on or installation in any type or class of ship for the training<br />

of ship's company, it will be considered as ship's equipment and<br />

financed accordingly.<br />

(3) Maintenance. Organizational and intermediate level<br />

maintenance of training devices is the funding responsibility of the<br />

training agency having custody of the device. Depot level<br />

maintenance of training devices is the funding responsibility of the<br />

cognizant inventory manager.<br />

d. Other Support.<br />

Other forms of support are funded by specific offices, and commands<br />

as determined by the Chief of Naval Operations or the Commandant of<br />

the Marine Corps. For Navy activities engaged in formal classroom<br />

training and not under the command of the Commander, Naval<br />

Education and Training Command (COMNETC), the NETC has been<br />

assigned responsibility for providing without reimbursement,<br />

specialized training equipment and devices when those items are not<br />

within the cognizance of the systems commands/project managers.<br />

3. COORDINATION.<br />

The training agencies must furnish their requirements to the appropriate<br />

training support agency for timely insertion into the programming and<br />

budgeting system for appropriate action. Where budgetary or planning<br />

decisions result in a change in programmed training requirements, other<br />

component organizations affected by the change must be advised by the<br />

training agencies at the earliest possible opportunity. Likewise, the<br />

training support agencies must provide timely notice to the training<br />

agencies of budgetary and/or reprogramming decisions that affect training<br />

support capability and the development of new weapons systems or<br />

equipment.<br />
