procurement appropriation as the equipment to be supported.<br />

However, training equipment will be budgeted in the Shipbuilding<br />

and Conversion, Navy (SCN) appropriation only if it is required<br />

for lead crew training and the equipment to be supported is<br />

budgeted in the shipbuilding program for the first time;<br />

(2) development of the Navy Training Plan, the development and<br />

delivery of a usable training package for systems in production,<br />

and the provision of training to an initial cadre of instructors and<br />

maintenance personnel to maintain the new equipment as the<br />

training is introduced, budgeted in the same procurement<br />

appropriation as the equipment to be supported as a part of the<br />

investment cost.<br />

(3) installation of training equipment, including: preparation of<br />

plans; alterations, conversions, rehabilitations, etc., of facilities<br />

required incident to installation (excluding military construction);<br />

and field engineer services;<br />

(4) removals and reinstallations which are an integral part of an<br />

initial equipment installation project, removal of equipment no<br />

longer used for training purposes, and reinstallations required<br />

because of the re-establishment of a training program;<br />

(5) initial training for the equipment furnished until the training<br />

agency can acquire the capability. This is generally accomplished<br />

through factory training provided by a contractor to instruct<br />

personnel in the operation, maintenance and employment of<br />

equipment under procurement. Initial training includes<br />

instructional services as well as deliverable items of training<br />

documentation and materials required. The Operation and<br />

Maintenance appropriations fund instructional services and<br />

deliverables for both initial factory training and in-house Navy<br />

training. Procurement appropriations fund training investment<br />

items;<br />

(6) preparation and provision of technical or journeyman's<br />

manuals for the maintenance and operation of the equipment, and<br />

initial "learner level" manuals with associated instructor guides and<br />

trainee measurement aids when required for training in new<br />

equipment as well as for major modification to service equipment.<br />

b. Training Agency.<br />

The training agency is an office, command or headquarters exercising<br />

command of and providing support to some major increment of the<br />

Department of the Navy's formalized training program and is assigned<br />

the following financial responsibilities:<br />
