3. FUNDING<br />

a. Operation and Maintenance Appropriations.<br />

Fund personal property equipment whose unit cost is less than the<br />

current expense investment threshold (see paragraph 075001 for<br />

additional guidance).<br />

b. Procurement Appropriations.<br />

Fund personal property equipment whose unit cost is greater than or<br />

equal to the current expense/investment threshold. (see paragraph<br />

075001 for additional guidance).<br />

c. RDT&E Appropriations.<br />

Fund personal property equipment for RDT&E funded activities.<br />

d. Navy Working Capital Funds (NWCF).<br />

Personal property equipment to support NWCF mission requirements<br />

is either funded by the NWCF operating budget or the capital<br />

purchases program as determined by the current expense/investment<br />

threshold and the useful life of the asset (see paragraph 074602 for<br />

additional guidance).<br />

e. Specialized Equipment.<br />

Specialized equipment (e.g., test equipment, trainers, etc.) is financed<br />

by the major command that has the technical responsibility for the<br />

requirement. Specialized equipment is centrally managed.<br />

f. Non-appropriated funds.<br />

Personal property equipment requirements are financed by the nonappropriated<br />

funds equipment custodian.<br />

4. PERSONAL PROPERTY EQUIPMENT RELOCATION.<br />

The budget and funding responsibility for the relocation of personal<br />

property equipment resides with the command that directs the relocation.<br />

In most cases, this is the command that has custody of the equipment or<br />

ownership per the property records. The cost of relocation includes the<br />

moving, packing, unpacking, assembly, attachment, and testing of<br />

equipment being relocated from an existing site or structure to a new site<br />

or structure being constructed under the military construction<br />

appropriations.<br />
