d. Weapon Systems.<br />

A particular weapon, class of weapons, or subsystem, and/or the entire<br />

ship, aircraft or mobile land equipment platform which either carries a<br />

weapon or provides associated combat force.<br />

4. BUDGET <strong>POLICY</strong>.<br />

ICS is financed on an annualized basis in the same procurement<br />

appropriation and line item as the end item and should not be budgeted<br />

more than three years beyond the initial operational capability (IOC). ICS<br />

requirements should be identified early in the acquisition process and<br />

included in the formulation of the acquisition plan. If necessary, ICS will<br />

only be funded until the design stabilizes and organic support can be<br />

programmed.<br />

5. BUDGET RESPONSIBILITY.<br />

The cognizant program manager responsible for acquisition of the system,<br />

sub-system or parts finances ICS.<br />

075360 REAL PROPERTY FACILITY EQUIPMENT<br />

1. SCOPE.<br />

This paragraph applies to installation of equipment in all Department of<br />

the Navy real property facilities except for research and development<br />

facilities, equipment incident to military construction projects, and<br />

industrial-commercial activities.<br />

2. DEFINITIONS<br />

a. Equipment.<br />

The term "equipment" as used herein applies to equipment defined as<br />

personal property in the current issuance of OPNAVINST 11010.20,<br />

Facilities Projects Manual, par. 6103, with the exception of training<br />

devices and training equipments. Information relating to training<br />

delineations is contained in par. 075365. The term "equipment" also<br />

applies to ancillary equipment integral to the operation of the personal<br />

property to be installed.<br />
