Contractor Engineering and Technical Services (CETS)<br />

Contractor engineering and technical services consist of the furnishing<br />

of advice, instruction, and training to Department of Defense<br />

personnel, by commercial or industrial companies, in the installation,<br />

operation, and maintenance of Department of Defense weapons,<br />

equipment, and systems. See par. 075366 for limitations on funding<br />

CETS with Procurement appropriations.<br />

4. EXCLUSIONS.<br />

Certain production program support costs must be funded as expense in<br />

the Operation and Maintenance appropriations. See par. 075001 for<br />

guidance concerning procurement/production program costs, and par.<br />

075365 for guidance concerning factory training costs.<br />

075343 INTERIM CONTRACTOR SUPPORT<br />

1. GENERAL.<br />

This paragraph applies to interim contractor support (ICS) for weapon<br />

systems.<br />

2. STANDARD DEFINITIONS.<br />

a. Contractor Logistics Support (CLS).<br />

The provision of long-term contractor support functions that have been<br />

formally reviewed and approved as part of the acquisition planning<br />

process.<br />

b. Interim Contractor Support (ICS).<br />

Temporary contractor support pending establishment of organic/inhouse<br />

logistics capabilities, such as maintenance, supply, and technical<br />

support. Interim Contractor Support (ICS) is used when the design is<br />

unstable, support delivery schedules are compressed, and, supply and<br />

maintenance support resources are not organically available. ICS may<br />

consist of the identification and procurement of spares and repair parts;<br />

requirements determination including organizational, intermediate and<br />

depot requirements; warehousing and inventory control of<br />

government-owned material; compilation of usage and performance<br />

data; and, all levels of maintenance and repair including labor,<br />

materials engineering and logistics support. ICS is not to be confused<br />

with Contractor Logistics Support (CLS).<br />

c. Organic Maintenance.<br />

Maintenance performed by a Military Department, under military<br />

control, using government-owned or government-controlled facilities,<br />
