(5) Financial Institutions on DoD Installations (DoD Directive<br />

1000.11). Except where they already exist as of May 1, 2000, no more<br />

than one banking institution and one credit union are permitted to<br />

operate on a DoD installation. Policies governing these institutions<br />

differ depending on the institution’s status as domestic bank, overseas<br />

bank, domestic credit union, or overseas credit union. Detailed<br />

policies concerning financial institutions on DoD installations are<br />

contained in DoD 7000.14-R, Chapter 34, Volume 5 (DoD Financial<br />

Management Regulation).<br />

Section I:<br />

GENERAL<br />

This section contains budget and funding policy for investment programs,<br />

mainly budgeted in the procurement and military construction appropriations.<br />

It also contains budget and funding policy for certain expenses budgeted in<br />

other appropriations which are closely related to investment programs, such as<br />

equipment installation, training and technical support.<br />

The policy in this Section applies to procurement and construction programs,<br />

as appropriate, which are financed by procurement and construction accounts<br />

included in the annual Department of Defense (DoD) Appropriations and<br />

Military Construction Appropriations Acts. Included are definitions, a<br />

discussion of the full funding policy, time-phased procurement, advance<br />

procurement, multiyear procurement, termination liability advance<br />

procurement, incremental construction, and approval for production.<br />
