075219 DEFENSE HEALTH PROGRAM<br />

1. GENERAL. The medical mission of the Department of Defense (DOD) is<br />

centrally directed by the Office of the Secretary of Defense and decentrally<br />

executed by the Military Departments. For the Department of Defense, the<br />

Assistant Secretary of Defense for Health Affairs (ASD(HA)) controls nondeployable<br />

medical resources, facilities and personnel.<br />

2. FUNDING RESPONSIBILITY. ASD(HA) prepares and submits a unified<br />

medical budget which includes resources for medical activities under his<br />

control within the DOD. Beginning in FY 1993, funding for operation and<br />

maintenance and procurement requirements for the DOD medical program, is<br />

appropriated in a single appropriation entitled Defense Health Program<br />

(DHP). Funding for research, development, test and evaluation and military<br />

construction requirements is appropriated in the appropriate Defense Agency<br />

appropriation. Funds for active and reserve military medical personnel<br />

continue to be budgeted and appropriated in the appropriate service military<br />

personnel appropriation. All DHP resources allocated to the DON are<br />

administered by the Bureau of Medicine and Surgery (BUMED).<br />

a. The unified medical budget includes funding for all fixed medical<br />

treatment facilities/activities, including such costs as real property<br />

maintenance, environmental compliance, minor construction and base<br />

operations support. In addition, medical training facilities/activities,<br />

medical information systems, and medical-related research and research<br />

facilities, where the end-user is the medical program or where the research<br />

has traditionally been resourced from within the medical program are<br />

included.<br />

b. The unified medical budget does not include resources associated with<br />

combat support medical units/activities, Navy fleet support units, Navy<br />

shipboard medicine, and Navy hospital ships assigned or subordinate to a<br />

Combatant or Supporting Command. In these instances the funding<br />

responsibility is appropriately assigned to the respective Fleet or U.S.<br />

Marine Corps Commanders.<br />
