c. Sealift, including ice-strengthened cargo and bulk fuel carriers;<br />

d. Facilities planning and engineering services;<br />

e. Shore electronics, engineering, and maintenance;<br />

f. Operational weather support including ice forecasting and ship routing;<br />

g. General supply systems operations and management assistance,<br />

including parts allowance and inventory control support;<br />

h. Subsistence, retail sales, welfare and recreation services;<br />

i. Bulk fuel supply systems;<br />

j. Contracting support and management services;<br />

k. Experimental design, development and testing of equipment and<br />

methods to be used in the Antarctic environment;<br />

l. Mechanical and health care service; and<br />

m. Operational communications.<br />

Civilian and military personnel needed to perform required functions form an<br />

integral part of the logistics support service. The following items that pertain<br />

to personnel services are specifically identified for reimbursement:<br />

a. Civilian personnel costs to DoD, including compensation and related<br />

benefits, travel and per diem, which are incurred as a result of providing<br />

direct support to the U.S. Program in Antarctica.<br />

b. Military personnel costs to DoD for (a) Man-year costs for full and<br />

part-time military personnel assigned to DoD operating units which<br />

provide logistics support will be based on DoD standard reimbursement<br />

rates, as amended. For personnel of units not dedicated to the U.S.<br />

Program in Antarctica, reimbursement is required only for the time spent<br />

in direct support; (b) Man-year costs for military personnel on detail to the<br />

NSF and those assigned to CMSFA and identified by the DoD for<br />

reimbursement. Such reimbursement shall be based on standard DoD<br />

reimbursement rates, as amended; (c) Permanent change-of-station travel<br />

costs for military personnel upon assignment to the activities which<br />

provide full-time support to the U.S. Program in Antarctica. The DoD<br />

standard rate method will be used to compute costs; (d) Administrative<br />

support costs normally chargeable to Operation and Maintenance<br />

appropriations, based on DoD standard reimbursement rates, which shall<br />

include travel and per diem directed or necessary for support of the U.S.<br />

Program in Antarctica.<br />
