1. GENERAL. The total program responsibilities for the U.S. Program in<br />

Antarctica, including all funding management, was assigned to the National<br />

Science Foundation (NSF) on 1 July 1971 by executive action of the<br />

President. The Office of Management and Budget (OMB) guidance, which<br />

provides for Federal agency support of this program, directs the Department<br />

of Defense (DoD) to provide logistics and operational support. The Secretary<br />

of Defense designated the Secretary of the Navy as DoD Executive Agent for<br />

logistics and operational support of the program. The Secretary of the Navy<br />

designated the Assistant Secretary of the Navy for Installations and<br />

Environment (ASN(I&E)) as the Navy coordinator. Within OPNAV, the<br />

Navy Program Sponsor is the Director, Environmental Services Division.<br />

However, the Assistant Secretary of Defense for International Security Affairs<br />

(ASD(ISA)) provides policy representation on Antarctica for DoD.<br />

2. AUTHORITY. In accordance with a joint agreement between DoD and<br />

NSF, the Navy is the designated DoD Military Department (DoD/DMD) for<br />

providing the agreed DoD support for the U.S. Program in Antarctica by<br />

means of a support force, viz., Commander, U.S. Naval Support Force,<br />

Antarctica (CMSFA) is designated the senior U.S. representative in<br />

Antarctica. CMSFA serves as Executive Agent for and provides staffing to<br />

ASN(I&E) in carrying out Navy responsibilities. In addition, as requested,<br />

CMFSA furnishes advice to ASD(ISA) in furtherance of the latter's<br />

responsibility to the Secretary of Defense for Antarctica policy guidance. The<br />

CMSFA is the DoD point of contact on all logistics support matters between<br />

NSF and various DoD/Department of Transportation organizations providing<br />

logistics support to the U.S. Program in Antarctica. An exception is the<br />

designated DoD/DMD aircraft squadron, currently, VXE-6, for which<br />

Commander, Antisubmarine Warfare Wing, U.S. Pacific Fleet, is the DoD<br />

point of contact. In executing responsibilities for operational management<br />

and control over those logistics support functions provided by DoD and<br />

assigned Coast Guard units, CMSFA develops fiscal, logistics, and operations<br />

plans annually prior to the operating season. These plans prescribe the<br />

activities that are under the cognizance of CMSFA. In addition, CMSFA<br />

exercises contractual authority over certain civilian contractor functions.<br />

3. FUNDING <strong>POLICY</strong>. The agreement between DoD and NSF provides that<br />

NSF shall budget for and reimburse DoD/DMD for the essential logistics<br />

support element/functions. NSF is responsible for the programming,<br />

budgeting, and funding for all logistics support services requested by NSF and<br />

provided by DoD. The DoD is precluded from increasing the scope (adding<br />

new cost elements) of Antarctic logistics support services without the prior<br />

approval of NSF. The requirements of logistics support functions considered<br />

essential by NSF and DoD/DMD include:<br />
