for RRF ship activation should be determined based on the following:<br />

a. activation costs planned in advance and required for routine operations<br />

will normally be included in the MSC budget rates;<br />

b. unplanned activations necessitated by changes in shipping demands or<br />

the availability of ships will be financed as part of the NWCF overhead as<br />

a cost of doing business;<br />

c. activation costs incident to SECDEF directed mobilization or<br />

contingency operations will be financed by the Operation and<br />

Maintenance, Navy appropriation as DoD's Single Manager for Ocean<br />

Transportation (SEALIFT); and<br />

d. activation costs incurred as a result of a specific request for a RRF<br />

ship(s) will be financed by the requesting activity.<br />

075217 SECRET SERVICE<br />

1. GENERAL. In accordance with Public Law 94-524, the Department of<br />

Defense (DoD) has a responsibility to assist the Secret Service in the<br />

performance of its protective duties. A joint agreement between DoD and the<br />

Secret Service specifies that, upon request, DoD shall make available<br />

mechanical service, helicopter and other aircraft, motor vehicles,<br />

communication, and such other support as may be necessary to assist the<br />

Secret Service in the performance of its protective functions. Such support is<br />

provided on a temporary basis without reimbursement when assisting the<br />

Secret Service in its duties directly related to the protection of the President or<br />

the Vice President or other officer immediately next in order of succession to<br />

the Office of the President. Temporary services provided other protectees or<br />

any permanent provisions of services will be on an incremental cost basis.<br />

2. SPECIAL CLOTHING REQUIREMENTS. One aspect of support<br />

includes explosive ordnance disposal (EOD) and explosive detector dog<br />

(EDD) support for protective missions of the President, Vice President, and<br />

other selected dignitaries. Associated with such support is a requirement for<br />

EOD and EDD personnel to wear civilian attire while providing support to the<br />

Secret Service. A cash allowance is therefore authorized for personnel to<br />

acquire the necessary attire. Personnel performing these duties are not<br />

restricted to the 15-day limitation in connection with temporary duty.<br />

3. OTHER GUIDANCE. Specific details of the logistical assistance and<br />

other support that DoD provides to the Secret Service are provided in the<br />

current issuance of SECNAVINST 3020.4. Statutory requirements pertaining<br />

to uniform allowances and special clothing are delineated in 5 U.S. Code,<br />

sections 5901 and 7903, and 29 U.S. Code, section 668.<br />
