2. INTERNATIONAL COOPERATIVE ADMINISTRATIVE SUPPORT<br />

SERVICES. ICASS includes personnel services, budget and fiscal services,<br />

general services, communications services, management services, and other<br />

direct services provided by State Department overseas activities to other<br />

agencies' activities. Unlike the arrangement under the Foreign Affairs<br />

Administrative Support (FAAS) program, which was the predecessor to<br />

ICASS, the costs for utilities, long-term leases, local guards, and community<br />

liaison offices will be also shared by the Federal Agencies with a presence on<br />

post rather than fully absorbed by the State Department. This will provide<br />

greater flexibility and accountability and result in a more equitable<br />

distribution of overseas administrative costs. Overseas security services are<br />

addressed in subpar. 7.<br />

3. ICASS AGREEMENTS. At least once each fiscal year, the respective<br />

State Department overseas activities and each supported activity enter into<br />

local agreements covering the amount to be reimbursed for such services. The<br />

State Department activities measure services and related costs in accordance<br />

with standard work factors and formulas promulgated by the Department of<br />

State.<br />

4. DEPARTMENT OF THE NAVY FUNDING. The funds for the services<br />

in subpar. 2 are budgeted by the Navy or Marine Corps component assigned<br />

funding responsibility for the activity receiving the ICASS services. The<br />

Office of the Chief of Naval Operations budgets for unified commands for<br />

which the Navy has been assigned financial responsibility. The parent office<br />

or command budgets for ICASS services provided to its subordinate activities.<br />

5. SERVICES PROVIDED BY THE DEPARTMENT OF THE NAVY. The<br />

value of services provided by Navy and Marine Corps activities to State<br />

Department activities is offset against the consolidated billings submitted by<br />

the State Department for ICASS. However, this does not apply to services of<br />

Marine Corps guards provided under the Marine Security Guard program<br />

which is governed by the Memorandum of Understanding between the<br />

Department of State and the U.S. Marine Corps.<br />

6. OFFSET PROCEDURES. The State Department issues separate bills to<br />

the Navy and Marine Corps for ICASS. The Chief of Naval Operation<br />

(N09BF) has been designated as the Navy office to receive the bill for offset<br />

and settlement action. Headquarters, Marine Corps (PP&O-PLU) has been<br />

designated as the Marine Corps office to receive the bill for offset and<br />

settlement action. The parent claimant for each activity receiving services<br />

from the State Department will provide N09BF or HQMC (PP&O-PLU), as<br />

appropriate, with certification of services received and the appropriate fund<br />

citation to be charged. Prior to the citing of funds, offsetting adjustments will<br />

be made for support provided to State Department activities. For this purpose,<br />
