postage and shifted the budget function from the headquarters level to the<br />

user.<br />

2. BUDGET <strong>POLICY</strong>. The cost of official mail is the budgeting and funding<br />

responsibility of each activity that obtains postage from the post office. These<br />

costs should be funded from the appropriation that finances the operations of<br />

the activity.<br />

3. PAYMENT <strong>POLICY</strong>. Payment for all U.S. Postal Service (USPS)<br />

services will be made at the time the service is contracted. The Comptroller<br />

and the command Official Mail Manager (OMM) will jointly determine which<br />

of the following forms of payment is appropriate for each type of USPS<br />

service.<br />

a. Treasury Check. Users shall follow local procedures for obtaining<br />

Treasury checks from the Disbursing Office for the purchase of USPS<br />

services.<br />

b. Cash. The OMM may be appointed paying agent and allotted a small<br />

amount of cash to pay for incidental postal expenses.<br />

c. Cash From an Imprest Fund. Imprest fund cashiers may either provide<br />

cash for the purchase of postal services or reimburse authorized personnel<br />

for such purchases.<br />

d. Advance Deposit Trust Account (ADTA). ADTAs may be established<br />

at civil post offices to pre-pay for future services and should be limited to<br />

the amount of anticipated requirements for the current quarter. The USPS<br />

is paid in advance by treasury check and services are charged to the<br />

account as they are used.<br />

4. SOURCE DOCUMENT. OPNAVINST 5218.7A provides detailed<br />

information on financial and non-financial aspects of official mail<br />

management policies and procedures.<br />

1. PURPOSE OF FUND. Title 5 U.S. Code 8147 provides, in part, that each<br />

agency must include in its annual budget estimates a request for an<br />

appropriation equal to the amount of the total payments made by the<br />

Department of Labor in behalf of each department's employees. It further<br />

provides that funds appropriated pursuant to such requests shall be used to<br />

reimburse the Employees' Compensation Fund of the Department of Labor.<br />

2. BUDGETING PROCEDURES. In accordance with arrangements made by<br />

the Office of the Secretary of Defense, the Department of Labor provides<br />

statements of compensation benefits paid on account of injury or death of<br />

employees or persons engaged in military functions under the jurisdiction of<br />
