(2) funding of subsistence stocks including mobilization reserve<br />

inventories by the DLA division of the Defense Stock Fund (DSF);<br />

and<br />

(3) administrative support to DLA to be funded by the military<br />

services.<br />

Normal stock fund procedures will govern the procurement of subsistence<br />

items. However, there are specific funding arrangements for the related<br />

transportation. Transportation movements within the scope of the<br />

procedures for distribution of transportation costs outside the United<br />

Stated under WIMS are budgeted and funded by DLA within the DSF.<br />

These transportation costs are recovered from operating appropriations of<br />

the military services through the application of accessorial charges.<br />

Further, the basis for allocations of transportation costs to the military<br />

services will be the dollar value of billings for subsistence to overseas<br />

customers. The transportation covered by these procedures includes<br />

transportation of subsistence:<br />

(1) from continental United States (CONUS) ports to first destination<br />

overseas, including DLA wholesale storage points overseas; and<br />

(2) between DLA wholesale storage points overseas; and<br />

(3) from overseas vendor sources to first destinations overseas,<br />

including DLA wholesale storage points and direct deliveries to<br />

customer activities.<br />

However, the funding of transportation to Alaska and Hawaii, as well as<br />

transportation from DLA wholesale storage points overseas to consuming<br />

activities, is excluded from these procedures.<br />

e. Hazardous Waste Disposal Activities. The military services have<br />

assumed financial responsibility from DLA for their own hazardous waste<br />

disposal operations. Beginning in FY 1987, the DON budget will include<br />

Operation and Maintenance funds for hazardous waste disposal<br />

operations. Environmental restoration activities, however, will be funded<br />

via the DoD transfer appropriation entitled "Environmental Restoration,<br />

Defense."<br />
