. Common-Service Activity. A common-service activity is an operating<br />

agency providing a support-type service utilized by two or more DoD<br />

components on a reimbursable or nonreimbursable basis.<br />

c. Operating Agency. An operating agency is the organization established<br />

or designated by the single manager for the purpose of carrying out the<br />

single manager assignment. The Military Sealift Command is an example<br />

of an operating agency organized as a common-service activity.<br />

d. Executive Director. The executive director is the official designated by<br />

the single manager to manage the operating agency. He directs and<br />

controls all assigned functions subject to the authority, direction, and<br />

control of the single manager.<br />

3. SINGLE MANAGER ASSIGNMENTS. When the Secretary of Defense<br />

has made a specific assignment, the other military departments progressively<br />

will eliminate duplicate functions and activities that have become the<br />

responsibility of the single manager. Specific single manager assignments to<br />

the Department of the Navy (DON) include:<br />

a. ocean transportation, for which the Military Sealift Command (MSC)<br />

has been designated as the operating agency;<br />

b. explosive ordnance disposal technology and training (EODT&T), for<br />

which the Armed Forces Explosive Ordnance Center, Department of the<br />

Navy, has been designated as the operating agency under which the Naval<br />

Ordnance Disposal Facility and the Naval School, Explosive Ordnance<br />

Disposal, are responsible for EOD research technology and mission<br />

training support respectively;<br />

3. procurement of a variety of commodities and services.<br />

4. COMMON TYPE SPECIALIST TRAINING. By mutual agreement<br />

between the military departments, common type specialist training which<br />

qualifies an individual to perform an individual function in more than one<br />

military service, is conducted where possible under single manager concepts.<br />

The military department accepting single manager responsibility by means of<br />

a specific agreement for the provision of interservice courses of instruction in<br />

a given area of technical specialty provides school facilities and accepts<br />

students from participating military services.<br />

5. BUDGET <strong>POLICY</strong><br />

a. General. Each military department and Defense Agency budgets for<br />

material or identifiable services received from a designated single<br />

manager except that training is conducted on a nonreimbursable basis for<br />

DoD personnel.<br />

b. Ocean Transportation. Operations of MSC are carried out under<br />

NWCF (see par. 074601). All users budget for services provided by MSC.<br />
