the Department of the Navy, the Navy is responsible for the programming,<br />

budgeting and funding of these two commands. The Department of the Army<br />

funds the European and Southern Commands. The Department of the Air<br />

Force funds the Central, Special Operations, Space, and Transportation<br />

Commands.<br />

3. SUBORDINATE COMMANDS. The Navy funds the Headquarters<br />

support of the U.S. Military Assistance Command Thailand through<br />

COMPAC. The Navy likewise funds Joint U.S. Military Advisory Group<br />

(JUSMAG's and MAAG's) located in the Pacific area through COMPAC.<br />

Additionally, Navy funds Navy-peculiar type functions of the Navy sections<br />

in the MAAG's located in Europe. These functions include travel of Navy<br />

members to hospitals, conferences of Navy personnel, and Navy forms and<br />

publications.<br />

4. FUND SOURCE. The Office of the Chief of Naval Operations budgets for<br />

and funds support of unified commands and subordinate commands assigned<br />

to Navy for administration.<br />

075204 SINGLE MANAGERS<br />

1. GENERAL. The single manager concept is employed, as appropriate, for<br />

the management of commodities, common-service activities, and functional<br />

areas. The objectives are to eliminate duplication and overlapping of effort<br />

between and within military departments and agencies and to improve<br />

effectiveness and economy of supply and service operations throughout the<br />

Department of Defense (DoD). Specific single manager assignments are<br />

made by the Secretary of Defense (SECDEF). Under the mutual agreement of<br />

the military departments, the single manager concept is applied to training of<br />

military and civilian personnel in service-operated schools in order to<br />

consolidate the provision of joint use services where possible within the<br />

military departments.<br />

2. DEFINITIONS<br />

a. Single Manager. A single manager is the Secretary of a military<br />

department, or his representative, who has been tasked with the<br />

responsibility for the organization and operation of a particular single<br />

manager assignment. Such assignments are made typically for<br />

procurement of a specific commodity, either on a recurring or<br />

nonrecurring basis, or for provision of a service to be made available to all<br />

DoD components on a reimbursable or nonreimbursable basis. The term<br />

"single manager" also is descriptive of the manager responsible for<br />

providing joint use services as agreed to by the military departments,<br />

although not specifically designated by SECDEF.<br />
