telecommunications costs subject to possible reimbursement are:<br />

a. voice - the charges for toll and identifiable additional message units,<br />

installation and relocation costs, special services and devices required by a<br />

tenant, such as data phones, speaker phones, call directors, and private<br />

leased lines;<br />

b. data/record - charges for private line services and leased equipment,<br />

such as TWX, TELEX, and FACPHONE, and off-line message<br />

preparation using optical character reading machines or other special<br />

equipment when such equipment is not required by the host's<br />

telecommunications center.<br />

7. UTILITIES. The cost of utilities consumed in common-use facilities is the<br />

financial responsibility of the host. In joint-use and sole-use facilities, utilities<br />

will be furnished to tenants on a cross-service basis for utilities consumed<br />

based on departmental regulations of the host. Quantities consumed will be<br />

based on meter readings, if available, or engineering estimates made by the<br />

host where meters are not available.<br />

075203 UNIFIED/SPECIFIED COMMANDS<br />

1. <strong>POLICY</strong>. The Secretary of Defense, through the Joint Chiefs of Staff, has<br />

established eight unified/specified commands worldwide with assigned<br />

operational missions for a fixed geographical area. They are as follows:<br />

a. U.S. Pacific Command,<br />

b. U.S. European Command,<br />

c. U.S. Southern Command,<br />

d. U.S. Atlantic Command,<br />

e. U.S. Central Command,<br />

f. U.S. Special Operations Command,<br />

g. U.S. Space Command,<br />

h. U.S. Transportation Command.<br />

2. FUNDING. As the Secretary of Defense has assigned administrative and<br />

logistic support responsibility for the Headquarters of the Commander, Pacific<br />

(COMPAC) and the Commander, Joint Forces Command (COMJFCOM) to<br />
