5. FACILITIES AND SYSTEMS<br />

a. General. Host and tenant responsibilities with respect to facilities and<br />

systems are set forth in subpars. (1) through (5).<br />

(1) Common-Use Facility. The military department that has<br />

command for all costs associated with the provision of a common-use<br />

facility.<br />

(2) Joint-Use Facility. The military department that has command<br />

responsibility over the host is responsible for costs necessary to<br />

acquire, construct, rehabilitate, install equipment, or otherwise make<br />

usable a facility that is planned for the joint-use of the host and tenant.<br />

However, when conversion, alteration, modification, initial repair, or<br />

installation of equipment for an existing facility is a requirement of the<br />

tenant, and would not otherwise be accomplished by the host, the cost<br />

of the required work is a tenant responsibility.<br />

(3) Sole-Use Facility. The parent organization of the tenant is<br />

responsible for all costs associated with the provision of a facility for<br />

the sole use of the tenant. Upon termination of tenancy, when the<br />

tenant has property title and accountability for the facility, such title<br />

and accountability shall be transferred to the host military department<br />

without reimbursement.<br />

(4) Utility, Communication, or Transportation System. The military<br />

department that has command responsibility over the host is<br />

responsible for costs necessary to extend, expand, or increase the<br />

capability of the main or primary utility, communication, or<br />

transportation system when such actions are done in compliance with<br />

the approved master plan of the installation. Requests for exceptions<br />

to this policy must be forwarded through command channels for the<br />

approval of the Secretary of Defense. The parent organization of the<br />

tenant is responsible for costs necessary to extend, expand, or increase<br />

a secondary utility, communication, or transportation system which is<br />

an integral part of a sole-use facility and which connects with the main<br />

or primary system.<br />

(5) Maintenance of Facilities. Routine maintenance and cyclical<br />

repair, as prescribed in regulations of the host, which is performed on<br />

facilities including sole-use facilities to which the host hold title is the<br />

financial responsibility of the host. Costs arising from maintenance or<br />

repair which is considered to be beyond that prescribed by host<br />

regulations, and which is performed at the request of the tenant, is<br />

reimbursable by the tenant. Maintenance performed on facilities to<br />

which the tenant holds title is the financial responsibility of the tenant.<br />

6. TELECOMMUNICATIONS. The cost of normal recurring voice and<br />

record telecommunications is considered non identifiable and therefore shall<br />
