costs or rates to the maximum extent possible. For example, by<br />

agreement of the military departments, reimbursement for use of<br />

administrative support aircraft is based on the standard rate contained<br />

in Air Force Regulations 76-11, Military Airlift, U.S. Government<br />

Rate Tariffs. When a standard rate for an aircraft is not available, a<br />

rate is developed locally, based on flying hour program cost data. By<br />

mutual agreement, however, insignificant support may be<br />

nonreimbursable.<br />

INTERSERVICE SUPPORT<br />

1. SCOPE. Interservice support under equitable procedures between an<br />

element of the Department of the Navy (DON) and other military department,<br />

Defense agency, or Federal department, is encouraged when such<br />

arrangements result in effectiveness and economy. Support agreements for<br />

provision of facilities and services between Department of Defense (DoD)<br />

activities may be executed on a reimbursable or nonreimbursable basis.<br />

Support performed by Navy and Marine Corps activities for other DoD<br />

activities normally is reimbursable to the host unless otherwise directed by the<br />

Secretary of Defense, the Joint Chiefs of Staff, or the Secretary of the Navy.<br />

The provision of logistic support by a DON activity to other Federal<br />

departments and agencies is executed on a reimbursable basis and is subject to<br />

the establishment of statutory authority to provide such support. The<br />

Economy Act (31 U.S. Code 1535 and 1536) or other applicable laws should<br />

be cited as authority for entering into such support agreements.<br />

2. DEFINITIONS<br />

a. General. Support encompasses services provided to receiving<br />

activities, such as maintenance of facilities, telecommunications, and<br />

police and fire protection, which require labor, material, or utility costs for<br />

performance. The terms "host" and "tenant" are synonymous with<br />

"provider" and "receiver", respectively. Support is termed "cross-service"<br />

when reimbursable and "common-service" when nonreimbursable.<br />

b. Facilities. The physical plant encompassing land and improvements<br />

thereto on military department installations or leased by or otherwise<br />

controlled by these departments. Improvements include buildings or other<br />

structures and real property installed equipment. Facilities are further<br />

defined for determination of financial responsibility as set forth in subpars.<br />

(1) through (3).<br />
