075188 TRAVEL IN CONNECTION WITH RESERVE<br />

DUTY<br />

When members of the Navy or Marine Corps Reserve are ordered to<br />

temporary active duty, responsibility for the travel cost arising from the<br />

temporary active duty assignment is determined as follows:<br />

1. Travel and related expenses for personnel of the Naval Reserve on active<br />

duty under Title 10 U.S. Code Sections 10211, 12301, 12310, and 16131, or<br />

while undergoing reserve training, performing drills or equivalent duty, or as<br />

members of the Reserve Officer's Training Corps, are a responsibility of the<br />

Reserve Personnel, Navy appropriation for Navy Reserve personnel, and the<br />

Reserve Personnel, Marine Corps appropriation for Marine Corps Reserve<br />

personnel.<br />

2. Tours of duty served by Reserve personnel at the request and for the<br />

benefit of the active military component, for periods of less than 20 weeks, are<br />

defined as "Reserve Short Tours." The cost of these tours, namely travel, per<br />

diem and other related expenses such as allowances for unaccompanied<br />

baggage, are chargeable to the Operation and Maintenance, Navy (O&M,N)<br />

appropriation for Navy Reserve personnel and to the Operation and<br />

Maintenance, Marine Corps (O&M,MC) appropriation for Marine Corps<br />

Reserve personnel.<br />

3. Reserve personnel on active duty for periods of 20 weeks or longer are<br />

considered to be on Permanent Change of Station (PCS) movement, the costs<br />

of which are chargeable to the Military Personnel, Navy (MPN) appropriation<br />

for Navy Reserve personnel and to the Military Personnel, Marine Corps<br />

(MPMC) appropriation for Marine Corps Reserve personnel.<br />

4. Activation of members of the Reserve component under the authority of 10<br />

U.S. Code 12304, regardless of duration, constitutes a call to active duty, and<br />

transfers control of these individuals and units to the active component. Costs<br />

incurred for travel and transportation from a member's residence to the initial<br />

duty station are chargeable to MPN for Navy Reserve personnel and to<br />

MPMC for Marine Corps Reserve personnel. Per diem paid to reservists<br />

while at their duty stations should be paid from O&M,N for Navy Reserve<br />

personnel and from O&M, MC for Marine Corps Reserve personnel.<br />

Subsequent travel and transportation costs related to the operational<br />

deployment of these personnel and units are also chargeable to O&M,N for<br />

Navy Reserve personnel and to O&M,MC for Marine Corps Reserve<br />

personnel.<br />
