appropriations in support of TAD travel exist as a result of specific<br />

agreement and administrative determination. These special provisions<br />

and exceptions are set forth in subpars. b through e.<br />

b. Travel of Headquarters Personnel. The travel requirements of<br />

personnel organizations are normally supported under the Operation<br />

and Maintenance appropriation available to the headquarters<br />

organizations. The Research, Development, Test and Evaluation,<br />

Navy (RDT&E,N) appropriation, however, may support travel which<br />

is integral to the technical execution of a specific RDT&E,N project,<br />

both for project manager staff members and for other headquarters<br />

personnel whose technical capabilities are required for a specific<br />

project. The cost of TAD travel of headquarters personnel cannot be<br />

charged to procurement appropriations but shall be financed by<br />

Operation and Maintenance appropriations.<br />

c. Travel in Support of Production. Travel of field activity personnel<br />

necessary for the production of an end-item should be financed by<br />

procurement funds provided for production support services.<br />

d. Travel in Support of Another Service. When authorized, travel in<br />

support of another service to provide work and or expertise in a<br />

particular field is funded on a reimbursable basis by the requesting<br />

service.<br />

e. Invitational Travel Orders. Persons not employed by the Federal<br />

Government may be authorized to travel at Government expense under<br />

certain circumstances. Such travel is termed "invitational travel" and<br />

the authority and restrictions for such travel are contained within the<br />

provisions of the Joint Travel Regulations, Volume 2, Chapter 6, Part<br />

A. Invitational travel is administered under the same funding policy as<br />

TAD travel, i.e., the resources available to support the program in<br />

whose interest the travel is performed will fund the invitational travel<br />

as a cost in the interest of the Department of the Navy. For example,<br />

when the services of Red Cross personnel are specifically requested<br />

and invitational travel is performed, the travel cost that is incurred is<br />

supported from the administrative TAD travel funds of the requester of<br />

the Red Cross services. Another example is the cost of invitational<br />

TAD travel in connection with Navy ship launching ceremonies that is<br />

chargeable to the appropriation, Shipbuilding and Conversion, Navy<br />

(see par. 075373). As noted previously, invitational travel is limited<br />

by administrative restrictions. Sponsored congressional travel is an<br />

example. Responsibility for such travel cannot be delegated below the<br />

Secretary of the Navy level and prior notice of invitations must be<br />

provided to the Assistant Secretary of Defense for Legislative Affairs.<br />

f. Evacuations. As the Executive Agent within the Department of<br />

Defense for disasters/evacuations, the Department of the Army issues<br />
