075182 TRANSPORTATION OF MARINE CORPS UNITS<br />

1. SCOPE. This paragraph delineates budget responsibility for<br />

transportation and port handling requirements incident to Marine Corps<br />

Reserve and Fleet Marine Force (FMF) unit movements. Transportation is<br />

defined as movement from the point of origin to point of destination. Port<br />

handling includes costs related to the on-load and off-load of personnel<br />

and cargo. No charges are applicable when transportation is provided by<br />

organic lift.<br />

2. BUDGET <strong>POLICY</strong><br />

a. Fleet Marine Force Units. Responsibility for funding the cost of<br />

transportation (personnel and equipment) related to FMF ground and<br />

air unit deployments and redeployments is assigned in accordance with<br />

the principle of command line funding, as follows:<br />

(1) Funding for transportation of JCS specifically directed<br />

deployment/redeployment of Marine Corps air and ground units of<br />

the Fleet Marine Force for training/readiness via all modes is the<br />

responsibility of the Unified commander. This responsibility<br />

includes the monitoring of airlift funds as well as funding for<br />

sealift and ground transportation.<br />

(2) Funding for transportation of JCS-directed<br />

deployment/redeployment of Marine Corps air and ground units of<br />

the Fleet Marine Force for contingency operations via all modes is<br />

the responsibility of the Fleet Commander.<br />

(3) Funding for transportation of Fleet Commander directed<br />

deployment/redeployment of Marine Corps air and ground units of<br />

the Fleet Marine Force for contingency operations and<br />

training/readiness via all modes is the responsibility of the Fleet<br />

Commander.<br />

(4) Funding for transportation of Commandant of the Marine<br />

Corps directed deployments/redeployments for air<br />

training/readiness of Marine Corps air units of the Fleet Marine<br />

Force is the responsibility of the Fleet Commander.<br />

(5) Funding for transportation of Commandant of the Marine<br />

Corps directed rotational movements/relocations of Marine Corps<br />

air and ground units and deployments/redeployments for<br />

training/readiness of Marine Corps ground units is the<br />

responsibility of the Commandant of the Marine Corps.<br />

(6) Funding for transportation required to support/resupply<br />

Marine Corps air units is the responsibility of the Navy except for<br />

Financial Management Policy<br />
