pars. C11002 through C11004, the funding assignments are<br />

identical to those prescribed for household goods.<br />

(4) Local Moves.<br />

When the assignment, reassignment, or termination of assignment<br />

of civilian personnel to quarters is not in conjunction with the<br />

principal's transfer of official duty station, the costs of handling<br />

household goods will be funded in accordance with the funding<br />

provisions of subpar. b (3).<br />

d. Morale Support Activity Personnel.<br />

Household goods and privately owned motor vehicles of those civilian<br />

employees of Navy and Marine Corps morale support activities<br />

(exchanges, clubs, messes, etc.) who are paid from nonappropriated<br />

funds may not be transported or handled if any cost will be incurred<br />

against appropriated funds in the performance of such services.<br />

TRANSPORTATION<br />

1. GENERAL. There are two major categories of material transportation,<br />

first and second destination. Definitions are discussed in subpar. 2. The<br />

responsibility for financing transportation charges is determined by the<br />

category of transportation and, with a few exceptions, the fund or<br />

appropriation financing the procurement of the material transported. The<br />

basic funding delineations are stated in subpar. 3.<br />

2. DEFINITIONS<br />

a. First Destination. First destination transportation (FDT) is that<br />

transportation required to effect the delivery of material from a<br />

procurement source to the first point of use or storage for subsequent<br />

distribution within the supply system. The procurement source and<br />

first point of use or storage may be in the continental United States<br />

(CONUS) or overseas. The procurement source, as used herein, is any<br />

supplier outside the Department of Defense (DoD) Supply System and<br />

any DoD industrial activity which fabricates new material. Charges<br />

include those for freight cartage, port handling, and other in-transit<br />

costs incurred incident to the shipment of the material.<br />

b. Second Destination. Second destination transportation (SDT) is<br />

any transportation other than the first destination. SDT is applicable to<br />

components reworked by an industrial activity. Charges include those<br />

for CONUS port handling, freight cartage, and other costs incurred<br />

incident to the shipment of property.<br />
