(3) Industrial-Commercial Activities.<br />

If the performing activity (other than those listed in subpar. (2)) is<br />

an industrial-commercial activity, the cost of transportation<br />

resulting from local moves will be funded by the Navy Working<br />

Capital Fund (NWCF) and will be reimbursed from military<br />

support funds provided by its parent command. Work performed<br />

by industrial-commercial activities incident to movement of<br />

household goods of military personnel in a permanent change of<br />

station (PCS) transfer is a funding responsibility of the Military<br />

Personnel, Navy (MPN) or the Military Personnel, Marine Corps<br />

(MPMC) appropriation, as appropriate.<br />

(4) Partial Station Force Performance.<br />

In situations where a movement of household goods or the loading<br />

or unloading of privately owned motor vehicles is performed<br />

partially by station forces and partially by commercial means, the<br />

performance by station forces will be supported as outlined in<br />

subpars. (1) through (3), and the commercial performance will be<br />

supported as outlined in subpar. b<br />

b. Transportation and Handling Performed Commercially for Military<br />

Personnel<br />

(1) Permanent Change of Station (PCS)<br />

(a) General. The Bureau of Naval Personnel and Headquarters,<br />

U.S. Marine Corps, within the appropriate military personnel<br />

appropriation, will budget for the cost arising from commercial<br />

transportation and handling of household goods and privately<br />

owned motor vehicles, in connection with PCS moves that<br />

qualify as a change of station. When the PCS move is<br />

categorized as separation travel (see par. 075187-2a(5)), the<br />

cost of transportation and handling of household goods from<br />

Government quarters to temporary residences in the vicinity of<br />

the last permanent duty station of the member, as entitled under<br />

provisions of the Joint Travel Regulations, par. U5360, is<br />

chargeable to the MPN or the MPMC appropriation, as<br />

appropriate.<br />

(b) Security Assistance-Grant Aid or Advisory Group<br />

Assignment. The cost of transporting and handling household<br />

goods and privately owned motor vehicles incident to<br />

assignment to an activation crew for a ship being prepared for<br />

transfer under Grant Aid or assignment to or termination of<br />
