Berthing and Messing Program transferred to the Fleet Commanders on 1<br />

October 1992. The Fleet Commanders are responsible for the operation<br />

and maintenance of fleet assets, such as berthing barges, as well as the<br />

quality of life of fleet personnel. Consequently, berthing and messing<br />

expenses for fleet personnel are generally funded by the Fleet<br />

Commanders. However, the procurement of investment items for the<br />

Berthing and Messing Program may be the responsibility of a central<br />

manager. In such cases, these items should be funded by the central<br />

manager.<br />

a. Berthing and Messing Expenses.<br />

Berthing and messing expenses including operation and maintenance<br />

of berthing barges, reimbursement for out-of-pocket expenses incurred<br />

by individuals for Bachelor Officer/Enlisted Quarters, costs of<br />

contractor provided or DON leased quarters, and reimbursement for<br />

other quarters meeting the criteria of Title 10 U.S. Code 7572, are<br />

considered operating expenses of the Fleet Commanders and are,<br />

therefore, funded from appropriate operation and maintenance funds.<br />

b. Barge Maintenance, Towing and Crew Transportation.<br />

Funding for barge maintenance, towing, and crew transportation, is<br />

also an operating expense and is, therefore, the funding responsibility<br />

of the appropriate Fleet Commander. These costs are also funded from<br />

the appropriate operation and maintenance appropriation.<br />

c. Exception.<br />

For Shipbuilding and Conversion, Navy (SCN) funded ship<br />

availabilities, the cost of berthing, messing, barge operations, towing,<br />

and crew transportation are part of the investment cost of the<br />

availability and are funded by the Commander, Naval Sea Systems<br />

Command (COMNAVSEASYSCOM) using SCN funds. When these<br />

costs are initially funded by the Fleet Commander,<br />

COMNAVSEASYSCOM shall reimburse the Fleet.<br />

d. Modernization.<br />

Modernization costs may be funded by either the Fleet Commander or<br />

the COMNAVSEASYSCOM. Modernization costs that are not<br />

centrally managed as part of the Fleet Modernization Program (FMP)<br />

are the funding responsibility of the appropriate Fleet Commander<br />

with Operation and Maintenance funds. FMP modernization costs are<br />

funded by COMNAVSEASYSCOM. Determinations on appropriate<br />

appropriation for funding specific modernization costs should be based<br />

on guidance in paragraph 075373.<br />

e. Construction.<br />
