c. Staffing.<br />

Civilian personnel required for commissary store operations are<br />

budgeted for and funded by the Defense Commissary Agency.<br />

d. Services.<br />

Commissary stores should reimburse host activities for all support<br />

services provided, including those previously provided to Department<br />

of the Navy commissary stores without reimbursement such as<br />

common services and utilities/telephone service outside the 48<br />

contiguous states. Determination of reimbursements to host activities<br />

for such services should be developed through negotiated reimbursable<br />

intra-service support agreements (ISSAs) at each installation.<br />

075157 INTERIM LODGING<br />

When Government quarters (individual or family) become temporarily<br />

uninhabitable and the commanding officer of the activity making the quarters<br />

assignments certifies, in writing, that the quarters to be vacated are<br />

uninhabitable and other Government quarters are not available, nongovernment<br />

temporary lodging may be obtained for a reasonable period of<br />

time until habitability can be restored. The appropriate source of funding for<br />

the interim lodging cost is the base operating account of the activity assigned<br />

budgetary responsibilities for common services within the complex.<br />

075158 BERTHING AND MESSING COSTS WHEN SHIPS<br />

ARE UNINHABITABLE<br />

1. GENERAL.<br />

This paragraph delineates budgetary and financial responsibility for<br />

berthing and messing requirements applicable to all ships, including<br />

submarines, when shipboard quarters are uninhabitable.<br />

2. AUTHORITY.<br />

Pursuant to provision of 10 U.S. Code 7572, if public quarters are not<br />

available, the Secretary of the Navy may provide lodging accommodations<br />

for any member of the naval service on sea duty who is deprived of his<br />

quarters on board ship because of repairs, inactivations or other conditions<br />

that make his quarters uninhabitable. Lodging accommodations so<br />

provided may not be occupied by the member's dependents.<br />

3. FUNDING RESPONSIBILITY.<br />

Funding responsibility parallels responsibility for command. The<br />
