c. Waived Costs.<br />

Costs of support to individuals which are waived will be charged to the<br />

operation and maintenance funds which finance operating costs of the<br />

base/activity.<br />

4. REPAIR AND RESTORATION OF DEPARTMENT OF THE NAVY<br />

PROPERTY<br />

While a Commanding Officer has the authority to take appropriate action to<br />

preserve and protect property during an emergency, no special authority exists<br />

to restore or replace property after an emergency. Funds normally available<br />

for recurring maintenance, repair, or construction should be used for these<br />

purposes unless emergency supplemental appropriations or other authorities<br />

are enacted.<br />

075155 HEALTH AND COMFORT ITEMS FOR<br />

PRISONERS<br />

1. GENERAL.<br />

Personnel subject to the Uniform Code of Military Justice when confined<br />

in correctional or penal institutions, including domestic non-military and<br />

foreign penal institutions, are authorized by United States Navy<br />

Regulations, 1990, par. 0833, to be issued certain health and comfort items<br />

such as toilet articles, tobacco, clothing items, and other necessities<br />

required for the health or well-being of members.<br />

2. FUNDING GUIDANCE<br />

a. General.<br />

Budgeting and funding for the cost of health and comfort item issues<br />

to eligible members will be in accordance with subpars. b and c.<br />

b. Members in Pay Status.<br />

For members in a pay status, the cost of health and comfort item issues<br />

is chargeable to the military personnel appropriation centrally<br />

managed allotment from which the member's basic pay and allowances<br />

are funded.<br />

c. Members in Nonpay Status.<br />

The cost of health and comfort item issues for members in a nonpay<br />

status as defined in the current issuance of SECNAVINST 1640.9 will<br />

be funded as follows:<br />
