duties. Organizational clothing (white tee shirts, white trousers,<br />

commissarymen's caps, white aprons, and stewards' white jackets) is<br />

required as a sanitary safeguard for the protection of personnel<br />

subsisting in the mess. Accordingly, organizational clothing which<br />

must be issued to such members remains United States Government<br />

property after issue.<br />

b. Budget Policy.<br />

The procurement and laundering of organizational clothing authorized<br />

for issue to Navy and Marine Corps members is the financial<br />

responsibility of the office or command supporting a ship, station, or<br />

activity which operates a general mess, officers' closed mess, or<br />

personal mess of a flag/general officer or other eligible officer.<br />

Normally, such costs are funded under the ship, station or activity<br />

operating budget. When members are assigned to activities that hold<br />

no Department of the Navy funds for operating purposes, the cost will<br />

be charged to the Navy or Marine Corps activity to which the member<br />

is assigned for administrative purposes. If assigned to a non-<br />

Navy/Marine Corps command or activity for administrative purposes,<br />

special funding provisions will be made through the Office of Chief of<br />

Naval Operations or Headquarters, U.S. Marine Corps, as appropriate.<br />

075153 COMMUNITY RELATIONS<br />

Funding for collateral operations in support of national objectives in<br />

community relations will be through the normal budgetary process with<br />

support funded through operating resources of the field activity providing the<br />

services. Additional information relating to community relations is contained<br />

075154 DISASTERS OR EMERGENCIES<br />

1. GENERAL.<br />

Navy and Marine Corps activities on occasion are involved in natural (acts<br />

of God) and/or man-made disasters or emergency situations which may<br />

relate to protection of Government property, private property, and<br />

assistance to people. Examples of natural disasters or emergencies<br />

situations are earthquakes, floods, hurricanes, typhoons, fires, and<br />

epidemics. Examples of man-made disasters or emergency situations are<br />
