3. NON-DON USERS.<br />

When MUSE is provided to non-DON Federal users, the costs delineated<br />

in subpar. 2c, plus the cost of transportation to and from the using activity<br />

and inspection and testing, are the financial responsibility of the user.<br />

Additionally, when MUSE is provided to non-Federal Government<br />

instrumentalities, the users are required to obtain insurance covering<br />

physical damage to the equipment and public liability for bodily injury<br />

and damage to property of third persons.<br />

075151 CUSTOMS, IMMIGRATION, AND<br />

AGRICULTURAL INSPECTIONS<br />

1. GENERAL.<br />

The Department of the Navy is financially responsible for the cost of<br />

travel and overtime incurred by customs, immigration, and agricultural<br />

inspectors who perform examinations of ships and aircraft outside duty<br />

hours and/or at locations other than ports of entry or customs stations. The<br />

cost of such overtime and travel will be funded as delineated in subpar. 2.<br />

2. FUNDING<br />

a. Navy Ships Other than Military Sealift Command.<br />

Overtime and travel costs incurred in connection with inspection will<br />

be charged to the operating budget available to the applicable type<br />

commander for the ship.<br />

b. Military Sealift Command Ships.<br />

Overtime and travel costs incurred in connection with inspection will<br />

be charged to the Military Sealift Command.<br />

c. Navy or Marine Corps Aircraft.<br />

Overtime and travel costs incurred in connection with inspection of<br />

Navy or Marine Corps aircraft will be charged to operating funds<br />

available to the Navy or Marine Corps activity where the aircraft was<br />

inspected. If inspection occurs at a location other than a Navy or<br />

Marine Corps activity, the cost will be chargeable to operating<br />
