075150 MOBILE UTILITY SUPPORT EQUIPMENT<br />

1. GENERAL.<br />

Navy and Marine Corps activities on occasion are required to provide<br />

emergency and unplanned utility support on an interim basis. To meet this<br />

requirement when existing capacity is inadequate, the Mobile Utilities<br />

Support Equipment (MUSE) Program has been established. This program<br />

includes equipment for electric power and steam generation. Under<br />

certain circumstances, MUSE may also be provided to users outside the<br />

Department of the Navy (DON).<br />

2. BUDGET <strong>POLICY</strong><br />

a. General.<br />

It is the DON policy to purchase and maintain an inventory of MUSE<br />

to meet anticipated needs for emergency applications.<br />

b. Naval Facilities Engineering Command Responsibility.<br />

Costs of acquisition, major overhaul, special testing, storage, and<br />

transportation to and from using activities are the budgetary<br />

responsibility of the Naval Facilities Engineering Command<br />

(NAVFAC) under accounts normally available for such costs.<br />

However, when a major overhaul is performed on equipment that has<br />

been used by an industrial-commercial activity, the cost of the<br />

overhaul will be distributed between the industrial-commercial activity<br />

and NAVFAC on a time-used basis. The industrial-commercial<br />

activity will charge its share of the cost to the NWCF.<br />

c. User Responsibility.<br />

Operating expenses of MUSE are the budgetary responsibility of the<br />

using activity, ship, or station. This covers operating costs such as<br />

electric power, fuel, lubricants, direct labor hours worked, material and<br />

parts consumed. In addition, this covers costs of installation and<br />

hookup including civilian personnel required to set up the equipment<br />

and to train operating personnel, repairs required to ensure that the<br />

equipment meets design specifications, replacement of consumed<br />

spare parts, adequate security and preparation for shipment upon<br />

deployment termination.<br />

d. Exception.<br />

When the installation of MUSE is accomplished in conjunction with a<br />

lease/construction project for a complete and usable facility, the<br />

installation cost will be chargeable to the lease/construction project or<br />
