Marine Corps employees, funds are appropriately budgeted in FYDP 8<br />

under the appropriation Operation and Maintenance, Marine Corps. In<br />

addition to specialized training and education requirements, pool funds<br />

are utilized for broad career development, such as participation in staff<br />

and service schools, congressional fellowships, etc.<br />

c. Other Central Programs.<br />

Other OCPM centrally controlled programs include Civilian<br />

Personnel/Equal Employment Opportunity Management Courses, the<br />

Civilian Personnel and EEO Management Career Program, the<br />

Financial Management Civilian Career Program, the Contracting<br />

Career Program, and the Logistics Career Program.<br />

3. RESPONSIBILITIES.<br />

Under the policy direction of the Assistant Secretary of the Navy<br />

(Manpower and Reserve Affairs), the Chief of Naval Operations and the<br />

Commandant of the Marine Corps are responsible for evaluating their<br />

respective civilian work force training and education requirements and<br />

ensuring adequate budgeting and funding procedures to meet these needs.<br />

Additional policy and guidance is contained in the current issuance of<br />

OPNAVINST 12000.14.<br />

1. SCOPE.<br />

This paragraph delineates financial responsibility for operation and<br />

maintenance of active Naval and Reserve Force ships and craft as listed<br />

and defined in the current issuance of SECNAVINST 5030.1.<br />

2. DEFINITIONS<br />

a. Ship and Craft.<br />

Ships and Craft are as categorized and described in the current<br />

issuance of SECNAVINST 5030.1.<br />

b. Naval Reserve Force Ships and Craft.<br />

Naval Reserve Force (NRF) ships and craft may be categorized and<br />

defined in accordance with the current issuance of SECNAVINST<br />

5030.1. Although designated as NRF, administrative and operational<br />

control remains with the appropriate Fleet Commander.<br />
