075147 LONG-TERM TRAINING AND EDUCATION FOR<br />

CIVILIAN EMPLOYEES<br />

1. SCOPE.<br />

This paragraph sets forth financial responsibilities for long-term training<br />

and education programs for civilian personnel of the Department of the<br />

Navy that require headquarters management decisions for selection,<br />

approval, and funding. Although "long-term" training and education<br />

refers to any off-the-job training and education lasting over 120<br />

consecutive working days, not all long-term educational endeavors are<br />

centrally managed.<br />

2. BUDGET <strong>POLICY</strong><br />

a. General.<br />

It is Department of the Navy policy to ensure that adequate resources<br />

are provided to meet priority needs for long-term training and<br />

education of civilian employees in either Government or non-<br />

Government facilities. These needs are assessed on the basis of<br />

projected manpower requirements in selected professional fields,<br />

where after-hours, part-time, or short-term programs cannot be used in<br />

lieu of long-term training. When assigned to long-term centrally<br />

managed training and education, trainees continue to be employees of<br />

the command which arranged for their participation in the program,<br />

and upon completion of the training, are entitled to return to either<br />

their same position or one of equivalent or greater responsibility and<br />

scope. Program funds provide for individual expense for:<br />

(1) tuition and related fees (excluding matriculation fees)<br />

associated with attendance at courses or training programs; and<br />

(2) travel, per diem, and incidental expenses, including<br />

transportation and/or storage of household goods when required.<br />

Training, whether long-term or not, is considered to be temporary<br />

duty. Allowances are therefore different than those for a<br />

permanent change of station. Reference the Joint Travel<br />

Regulations, Volume 2, Chapter 4, pars. C4502 and C4552 for<br />

additional policy guidance.<br />

b. Central Pool.<br />

A central pool of funds under the cognizance of the Office of Civilian<br />

Personnel Management (OCPM) is set aside annually to provide for<br />

centrally controlled long-term training and education requirements.<br />

For Navy employees, these funds are budgeted in Future Years<br />

Defense Program (FYDP) 8 (Training) under the Operation and<br />

Maintenance, Navy (O&MN) appropriation and FYDP 6 under the<br />

Research, Development, Test and Evaluation, Navy appropriation. For<br />
