missing Naval property or to its recovery. The Secretary has delegated to<br />

the Comptroller authority to authorize payment of rewards. Requests for<br />

authority should be directed to the Comptroller. The Comptroller has<br />

further delegated to commanding officers this authority to authorize<br />

payment of rewards for specific categories. Activities desiring to offer<br />

rewards for items not included in these categories should submit their<br />

requests to the Comptroller for consideration of approval action. Payment<br />

of a reward is limited to an amount not to exceed $500 in any one case.<br />

Normally, the amount of the reward is determined locally in consideration<br />

of the value of the property and a reasonable incentive leading to its<br />

recovery.<br />

2. FUNDING.<br />

Payment of rewards for authorized items will be in accordance with the<br />

provisions contained in the Navy Appendix to Volume 5 of the DoD<br />

Financial Management Regulation. The cost of rewards for items not<br />

listed therein will be the funding responsibility of the cognizant office or<br />

command of the activity requesting the authority for payment.<br />

1. GENERAL.<br />

In certain countries, particularly in the Orient, the custom of solatia gift<br />

provides that an appropriate floral, fruit, or token money gift will be made<br />

to the victim or his family for injuries, death, or property damage.<br />

Accordingly, when the United States is a guest in a sovereign country, it<br />

has been determined that the local custom will be adhered to and solatia<br />

payments will be provided to foreign nationals for incidents involving<br />

United States forces personnel or Department of Defense civilian<br />

employees. Determinations of circumstances and guidelines for<br />

administration of payments are normally contained in instructions issued<br />

by the appropriate United States military commander in the applicable<br />

country.<br />

2. BUDGET <strong>POLICY</strong>.<br />

Within the general provisions of the appropriations act, solatia payments<br />

are considered to be an operating expense. Costs normally will be<br />

chargeable to the operation and maintenance appropriation supporting the<br />

activity to which the involved member was assigned at the time of the<br />

incident incurring the liability.<br />
