075144 AWARDS<br />

1. GENERAL.<br />

The Navy Incentive Awards Program is designed to encourage civilian<br />

and military personnel of the Department of the Navy to participate in the<br />

common task of improving the efficiency and economy of Government<br />

operations. Military decorations and awards are for the purpose of<br />

publicly recognizing and rewarding extraordinary, exceptionally<br />

meritorious, or conspicuously outstanding acts of heroism and other acts<br />

or services which are above and beyond that normally expected and which<br />

distinguish the individual or unit among those performing similar acts or<br />

services. The circumstances under which cash and salary increase<br />

incentive awards are made are described in the current issuance of<br />

SECNAVINST 5305.2 and OPNAVINST 12000.14. Circumstances under<br />

which military decorations and awards are made are described in the<br />

current issuance of SECNAVINST 1650.1. The policy on trophies and<br />

similar devices is contained in the current issuance of SECNAVINST<br />

3590.4.<br />

2. FUNDING <strong>POLICY</strong><br />

a. Monetary Awards.<br />

Cash awards for military and civilian personnel and salary increases<br />

for civilian employees are chargeable to funds available for operation<br />

of the activity to which the employee or member is assigned except in<br />

instances when such awards accrue from ideas adopted outside the<br />

local activity. The provisions of subpars. (1) through (3) apply to<br />

cash awards in such instances.<br />

(1) Adoptions Within the Department of the Navy.<br />

When an idea not related to general distribution material has been<br />

adopted locally and is subject to additional cash award due to<br />

adoption by other Department of the Navy (DON) activities<br />

(including the Operating Forces), each additional adopting activity<br />

is responsible for funding the award from its operating resources in<br />

an amount determined to be appropriate by the adopting activity.<br />

Payment to the employee or member will be made by the civilian<br />

payroll office of the employing activity. Cash awards accruing<br />

from ideas adopted by revisions to general distribution materials,<br />

such as manuals, publications, regulations, and instructions, will be<br />

funded from operating resources available to the office, command,<br />
