1. to reimburse operation and maintenance expenses of the<br />

recycling program, as required during a year, initially charged<br />

to DON appropriations or funds;<br />

2. if proceeds received exceed expenses of operating the<br />

recycling program and the installation has a qualified<br />

recycling program as defined in the current issues of<br />

OPNAVINST 5090.1 or MCOP-11000.8, the remaining funds<br />

may be utilized as follows:<br />

(a) up to 50 percent of the remaining funds may be used to<br />

finance projects for pollution abatement, energy<br />

conservation and occupational safety and health activities.<br />

To the extent that these funds are available, appropriated<br />

funds may not be budgeted for such expenses. In addition,<br />

the cost of these projects may not exceed 50 percent of the<br />

maximum amount authorized for a minor construction<br />

project;<br />

(b) up to 50 percent may be transferred to the<br />

nonappropriated morale, welfare and recreation (MWR)<br />

accounts of the installation, to be used for any approved<br />

MWR activity;<br />

3. if proceeds received are insufficient to cover the expenses of<br />

operating the recycling program, the QRP may receive<br />

auxiliary funding from either the major claimant with<br />

cognizance over the installation operating the QRP, or from the<br />

installation itself.<br />

4. installation-level balances may accumulate from 1 year to<br />

another; however, if the balance at the end of a fiscal year<br />

exceeds $2 million, the amount in excess of this amount will be<br />

transferred to the Miscellaneous Receipts account of the<br />

Treasury.<br />

075142 PLANT PROPERTY IN AN INACTIVE STATUS<br />

1. DEFINITIONS<br />

a. Plant Property.<br />

Plant property in an inactive status is that in a caretaker, maintenance,<br />

or partial maintenance status, while retained for mobilization purposes,<br />

as follows:<br />

(1) inactive real property - classes 1 and 2 plant property,<br />

(2) inactive equipment - classes 3 and 4 plant property.<br />
