complements on board naval vessels. Budgeting and funding for the costs<br />

of security forces will be in accordance with the following guidance.<br />

2. MARINE CORPS SECURITY FORCE BATTALION HEADQUARTERS.<br />

MCSFBN Headquarters (Atlantic and Pacific) are administered under the<br />

direction of the Fleet Marine Force (FMF) commander. Marine Corps<br />

appropriations will support all costs associated with the mission of the<br />

MCSFBN Headquarters components, including training, equipment,<br />

supplies, and travel (except as noted below). The Navy activities at which<br />

the MCSFBNs are located are responsible for the costs of all designated<br />

common service and administrative base support functions normally<br />

provided under a host/tenant agreement (see par. 075123). Operational<br />

deployments of MCSF Fleet Anti-terrorism Security Teams (FASTs)<br />

occur on the orders of the Fleet Commander via the FMF Commander.<br />

Fleet Commanders will support the transportation costs associated with<br />

MCSFBN FAST deployments in the same manner that they support<br />

Marine Corps forces deployed for contingency operations and<br />

training/readiness (see par. 075182). Deployed FASTs assigned to Navy<br />

activities will be subject to the guidance contained below.<br />

3. MARINE SECURITY FORCES ASSIGNED TO NAVY ACTIVITIES.<br />

Marine Security forces assigned to Navy activities (i.e., Marine barracks,<br />

MCSF companies, Marine detachments (afloat), and FASTs) operate<br />

under direct operational control of the commanding officer of the<br />

installation or ship to which assigned. These forces are an integral part of<br />

the Navy command and do not fall within the purview of guidance<br />

pertaining to host/tenant relationships or intraservice support. Funding<br />

responsibilities are delineated in subpars. a and b.<br />

a. Navy Appropriations.<br />

Support of Marine security forces serving at Navy activities will be<br />

from Navy appropriations funding the operations of the command or<br />

the activity where the forces are providing security. This support<br />

includes initial issues, replacement, and upkeep of furniture,<br />

furnishings, and equipment for barracks quarters and administrative<br />

offices on Navy plant account occupied by Marine security forces; all<br />

cyclical maintenance, repair, and utility charges for land, buildings and<br />

structures; counsel fees and other costs incident to representation in<br />

civil and criminal proceedings in foreign courts and foreign<br />

administrative agencies; operation and maintenance of vehicles; travel<br />

when in the performance of the activity mission; all other costs<br />

associated with activity mission accomplishment except as noted in<br />

subpar. b.<br />

b. Marine Corps Appropriations.<br />
